PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Emergency Services and Public Protection, and Energy and Environmental Protection this class is accountable for acting as a working lead for a designated group of employees and/or for performing the most complex telecommunications engineering in the design and implementation of statewide telecommunications systems.

GUIDELINES FOR JOB CLASS USE

WORKING LEAD LEVEL

  • Incumbents in this class report to a supervisor and are assigned full time lead responsibility for a unit having a minimum of two other employees while performing unit work activities. 
  • For supervisory type duties performed by a working lead the final approval/"sign-off" authority is vested in the supervisory level employee to whom the lead employee reports.

ADVANCED WORKING LEVEL

  • Incumbents in this class perform work which must clearly exceed the norm and include a concentration of highly advanced functions within assigned disciplines. 
  • Class use is on a limited or exceptional basis.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

Leads Telecommunications Engineers, technical and clerical staff as assigned.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL

  • Distributes, prioritizes, oversees and reviews unit work; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures; 
  • Recommends policies and standards; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.

ADVANCED WORKING LEVEL

  • Performs specialized related duties in overseeing coordination, design and installation of large scale telecommunications systems; 
  • Provides independent complex technical analysis and review of plans, specifications and estimates for telecommunications systems, facilities and equipment; 
  • Coordinates interface of department communications with federal, state and local agencies that may include telecommunications systems, microwave networks and various radio systems; 
  • Reviews and evaluates performance of vendors and contractors to determine if they have met contractual specifications and agreements; 
  • Conducts surveys to validate accuracy of existing and planned systems; 
  • Drafts specifications for telecommunications equipment; 
  • Maintains liaison with Federal Communications Commission concerning regulations, decisions and licensing requirements; 
  • Represents department in meetings with other agencies or parties involved in telecommunications; 
  • Provides staff training; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • Federal Communications Commission rules, regulations and licensing procedures; 
    • use of radio communications systems in public safety and/or civil preparedness operations; 
    • design technology of telecommunications equipment; 
  • Skills

  • Ability to
    • plan and coordinate use of telecommunications systems; 
    • write, analyze and evaluate contracts and specifications for telecommunications equipment procurement, installation and service; 
    • analyze and resolve complex telecommunications problems;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical experience in the design, implementation and evaluation of telecommunications equipment and systems.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in the area of public safety communications systems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in electronic or electrical engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in electronic or electrical engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to be on twenty-four hour call.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
