In the Department of Public Health, Public Health Laboratories this class is accountable for directing the scientific programs and operations of the Newborn Screening Division and assisting the Director of Public Health Laboratories in the administration of the Public Health Laboratories.
Receives administrative direction from the Director of Public Health Laboratories or other administrative official of higher grade.
Directs staff of division.
EXAMPLES OF DUTIES
Directs staff and operations of the Newborn Screening Division including Newborn Screening laboratories and Newborn Screening Tracking program;
Develops, implements and evaluates division policies, goals and objectives;
Designs and develops division programs and activities;
Implements new procedures and procedural revisions;
Determines appropriate staffing levels and directs management and coordination of staff;
Designs and implements performance review standards for division staff;
Prepares division budget;
Maintains contacts with individuals within and outside of division who might impact policy or program activities;
Directs examination and analyses of human clinical samples for presence of inborn genetic, metabolic and endocrine disorders in infants;
Consults with physicians, nursing and hospital administrators, treatment center specialists and other child and family health professionals regarding newborn screening principles, policies, procedures and protocols including follow-up care;
Prepares comprehensive reports and scientific and educational papers;
Speaks to professional and lay groups;
Leads the recruitment and hiring of staff, including outreach, interview and selection;
May perform duties of Director of Public Health Laboratories in his or her absence;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
and ability to apply management principles and practices;
relevant state and federal laws, statutes and regulations;
principles and practices of clinical testing, including molecular diagnostics;
newborn screening instrumentation and methodologies;
public health programs and epidemiological principles;
applications of laboratory science in public health programs;
current literature in field of clinical testing including molecular diagnostics and newborn screening;
human resource practices;
oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a public health, general biological, clinical or chemical laboratory.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity in a major program in public health, biological sciences, chemical sciences or clinical laboratory work.
NOTE: For state employees this experience is interpreted at the level of a Supervising Microbiologist or Supervising Chemist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College education in the biological or chemical sciences or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in the biological or chemical sciences may be substituted for one (1) additional year of the General Experience.
A Doctoral degree in the biological or chemical sciences may be substituted for seven (7) years of the General Experience.
Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.
Incumbents in this class may be required to travel.
