PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for directing the scientific programs and operations of the Administrative and Scientific Support Services Division, the Chemical Sciences or the Newborn Screening Division of the Public Health Laboratories and assisting the Director of Public Health Laboratories in planning, organizing and administering the Public Health Laboratories.
Receives administrative direction from the Director of Public Health Laboratories or other administrator of higher grade.
Directs scientific laboratory professional and technical personnel; may supervise other managerial staff within the division as well as lower level staff as assigned.
EXAMPLES OF DUTIES
Administers staff and operations of laboratory division; assists Director of Public Health Laboratories in planning, organizing and administering laboratories; develops, implements and evaluates division policies, goals and ojectives; designs and develops division programs and activities; implements new procedures and procedural revisions; determines appropriate staffing levels and directs management and coordination of staff; designs and implements performance review standards for division staff; prepares division budget; maintains contacts with individuals within and outside of division who might impact on policy or program activities; prepares comprehensive reports and scientific and educational papers; speaks to professional and lay groups; may perform duties of Director of Public Health Laboratories in his/her absence; performs related duties as required.
Plans, organizes and directs work of Newborn Screening Division, including Newborn Screening laboratories and Newborn Screening Tracking program; directs the examination and analyses of human clinical samples for the presence of inborn genetic, metabolic and endocrine disorders in infants; consults with physicians, nursing and hospital administrators, treatment center specialists and other child and family health professionals regarding newborn screening principles, policies, procedures, and protocols, including follow-up care; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of principles and practices of clinical testing, including molecular diagnostics; considerable knowledge of newborn screening instrumentation and methodologies; considerable knowledge of public health programs and epidemiological principles; knowledge of statistical methods; knowledge of current literature in field of clinical testing, including molecular diagnostics and newborn screening; considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of applications of laboratory science in public health programs; considerable interpersonal skills; considerable oral and written communication skills, knowledge of human resource practices.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a public health, general biological, clinical or chemical laboratory.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity in a major program in public health, biological sciences, chemical sciences or clinical laboratory work.
Note: For State employees, this is interpreted at the level of Supervising Biologist or Supervising Chemist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College education in biological or chemical sciences or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in the biological or chemical sciences may be substituted for one (1) additional year of the General Experience.
3. A doctoral degree in the biological or chemical sciences may be substituted for seven (7) years of the General Experience.
1. Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.
2. Incumbents in this class may be required to travel.
