PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Secretary of the State this class is accountable for independently performing a full range of tasks in planning, developing and implementing a comprehensive records preservation and management program.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

Supervises technical and clerical staff as assigned.

EXAMPLES OF DUTIES

  • Supervises staff and operations of the records preservation and management program; 
  • Develops a professional records management program focusing on protection and preservation of vital records; 
  • Determines future needs of unit and participates in hiring, training and evaluating unit employees; 
  • Plans and develops written policies and/or procedures for records management program and supervises implementation of program including preservation and security of all records of Office of Secretary of the State in various forms (e.g. paper, film, books, electronic, etc.); 
  • Ensures adherence to legal requirements as they relate to retention of records in Office of Secretary of the State including development or amendment of existing retention schedules; 
  • Functions as Records Management Liaison Officer for Office of Secretary of the State, interacting with Office of Public Records Administrator and State Archivist; 
  • Evaluates and recommends purchase of equipment and participates in negotiation of vendor contracts and agreements; 
  • Provides assistance to other divisions of Office of Secretary of the State in planning organization, storage and retrieval of records; 
  • Revises Office of Secretary of the State Disaster Plan for Vital Records as necessary and implements plan in event of a disaster; 
  • Provides research assistance to the public and state offices and agencies with regard to Office of Secretary of the State records; 
  • Evaluates, implements and reviews manual and/or automated record management systems either in use or being considered for use in Office of Secretary of the State; 
  • Makes oral and written presentations on all aspects of records management program; 
  • Conducts special projects; 
  • Maintains current knowledge of new records management technologies; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of practices and procedures used in professional records management of legal, legislative or closely related records (archives, libraries etc.); 
  • Knowledge of
    • methods and procedures used in organization, preservation and retrieval of records; 
    • administrative and legislative procedures; 
    • computer databases used in records management; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
    • organizational, planning and problem solving skills; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in professional records management of legal, legislative or other closely related records (e.g. archives, libraries, etc.) including experience in the organization, preservation and retrieval of records.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Designation as a Certified Records Manager or Certified Archivist may be substituted for one (1) additional year of experience.
