PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing entry level legal work, conducting research and assisting in matters pertaining to legislation, regulations and administrative policy.
Works under the general supervision of an employee of higher grade.
May supervise employees of lesser grade.
EXAMPLES OF DUTIES
Performs a variety of legal work; researches and assists in matters pertaining to legislation, regulations and administrative policy; drafts proposed legislation and regulations and may oversee adoption of regulations; provides assistance to agency staff in implementing newly enacted legislation and regulations; assists agency staff in preparation for administrative proceedings including preparation of administrative record; drafts requests to Office of Attorney General for opinions; assists staff on matters relating to enforcement orders, civil penalties, freedom of information and labor contract matters; makes recommendations regarding agency program proposals, rules and policy; assists in developing budget proposals for consistency with statutes and regulations; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of basic law, legal processes, legal principles and practices and administrative law; knowledge of legal research techniques; knowledge of legislative process; considerable interpersonal skills; considerable oral and written communication skills; ability to interpret, analyze and prepare legislation and other legal documents.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A degree from an accredited law school.
Incumbents in this class must be admitted to practice law in the State of Connecticut within one (1) year of date of appointment. Pursuant to Section 51-88 of the Connecticut General Statutes, an incumbent who has not been admitted to practice law may not "assume, use or advertise the title of lawyer, attorney and counsel at law, counselor at law, attorney, counselor, attorney and counselor, or an equivalent term, in such a manner as to convey the impression that he is a legal practitioner of law". Until such time that an incumbent is admitted to practice law in the State of Connecticut, the incumbent shall be referred to as a Legal Assistant.
JOB CLASS DESIGNATION
This replaces the existing specification for the class of Legislative and Administrative Advisor 1 in Salary Group MP 59 approved effective July 1, 2015. (Revised to modify Special Requirement)
