PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Policy and Planning this class is accountable for administering the programs and operations of the Planning or Policy Administrations involving the overall development of a comprehensive long range Master Transportation Plan.

SUPERVISION RECEIVED

Receives executive direction from the Deputy Commissioner, Bureau of Policy and Planning or other administrative official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of Planning or Policy Administrations; directs all staff.

EXAMPLES OF DUTIES

PLANNING ADMINISTRATION 
  • Administers staff and operations of Planning Administration;
  • Develops, implements and evaluates policies, goals and objectives in development of a comprehensive long range Master Transportation Plan; 
  • Designs and develops transportation planning programs and activities;
  • Implements new procedures and procedural revisions pertaining to policies, regulations, expenditures and administrative methods;
  • Determines appropriate staffing levels and directs management and coordination of staff; 
  • Designs and implements performance review standards for bureau staff; 
  • Prepares administration budget; 
  • Maintains contacts with department, state, federal and local individuals regarding policy or program activities; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.
POLICY ADMINISTRATION 
  • Administers staff and operations of Policy Administration; 
  • Directs formulation and implementation of agency policy to govern development and execution of a comprehensive, multi-modal, statewide transportation program; 
  • Prepares, maintains and revises strategic plan to guide short and long term transportation capital investment; 
  • Recommends actions necessary for full compliance with terms and provisions of federal and state transportation related laws and regulations and to ensure effective utilization of all federal funds available; 
  • Coordinates policy development with all department operating bureaus, other state agencies, federal agencies, regional bodies and impacted groups and individuals; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • state and federal transportation funding programs; 
  • Considerable

    • oral and written communication skills; 
  • Ability to administer a large scale transportation planning and policy development program.

MINIMUM QUALIFICATIONS

Three (3) years of experience in a large scale transportation planning program in a managerial capacity.
NOTE:
  • Managerial capacity is defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities but the emphasis should be on management activities: planning, organizing, directing and controlling resources of a major subdivision of an agency or organization.
  • For state employees this experience is interpreted at the level of a Transportation Assistant Planning Director.
