PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Planning, Technology and Innovation this class is accountable for assisting in the administration of the programs and operations of the bureau including policy development, transportation planning, technology services, innovation initiatives, and activities supporting a comprehensive long-range transportation master plan.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Chief of Planning, Technology and Innovation or other administrative official of higher grade.

SUPERVISION EXERCISED

Assists in administering programs and operations of the bureau; directs all staff.

EXAMPLES OF DUTIES

  • Assists in administering staff and operations of bureau;
  • Assists in developing, implementing and evaluating policies, goals and objectives in development of a comprehensive long-range transportation master plan, technology strategic plan, or agency information strategic plan; 
  • Assists in designing and developing transportation planning programs and activities;
  • Assists in implementing new procedures and procedural revisions pertaining to policies, regulations, expenditures, technology governance and administrative methods;
  • Assists in determining appropriate staffing levels and directing management and coordination of staff; 
  • Designs and implements performance review standards for bureau staff; 
  • Assists in preparing and monitoring the bureau budget; 
  • Maintains contacts with department, state, federal and local officials and stakeholders regarding policy or program activities; 
  • Assists in the formulation and implementation of agency policy to govern development and execution of a comprehensive, multi-modal, statewide transportation program; 
  • Recommends actions necessary for full compliance with terms and provisions of federal and state transportation related laws and regulations and to ensure effective utilization of all federal funds available; 
  • Coordinates policy development with all department operating bureaus, other state agencies, federal agencies, regional bodies and impacted groups and individuals; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Twelve (12) years of professional experience in one of the following areas: transportation, urban, regional or environmental planning; technology; or transportation engineering project management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a large-scale transportation planning program in a managerial or supervisory capacity.

NOTE:  
  • Managerial or supervisory capacity is interpreted as planning, supervising, organizing, directing and/or controlling resources of a major subdivision of an agency or organization. 
  • For state employees this experience is interpreted at the level of a Transportation Assistant Planning Director, Transportation Transit Manager, Transportation Assistant District Engineer, or Information Technology Manager 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in a closely related field may be substituted for one (1) additional year of the General Experience.
