PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Aeronautics this class is accountable for directing the staff of a group of operation sections at Bradley International Airport.

SUPERVISION RECEIVED

Receives administrative direction from the Airport Administrator or Airport Assistant Administrator.

SUPERVISION EXERCISED

Directs staff of a group of airport operations sections on a twenty-four hour basis; may exercise operational control of the airport under emergency conditions until relieved by higher authority.

EXAMPLES OF DUTIES

Directs staff of a group of operational sections which may include Airside Operations, Maintenance Operations, Emergency Services, Security, Safety, Concessions, Environmental or Training staff to ensure compliance with federal and state regulations related to safe operation of Bradley International Airport; responsible for liaison between user airlines, Federal Aviation Administration (FAA), fixed base operations (FBO) and all airport tenants and lessees; coordinates, plans and manages a group of airport operations and activities; formulates operations goals and objectives; develops or assists in development of airport operating policies and procedures; evaluates staff; prepares or assists in preparation of a group of operations budgets; maintains contacts with airport personnel both internally and nationwide who might impact on program activities; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of state and federal laws, statutes and regulations pertaining to aircraft operations and airport administration; considerable knowledge of snow removal and ice control operations; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the aeronautical operations activities of an airport, fixed based or a scheduled airline operation.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have involved responsibility for the implementation of airport policies and procedures relating directly to Airside Operations and Airport Certification.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in aviation management or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years.
  2. A Master's Degree in aviation management or a closely related field may be substituted for one (1) year of the Special Experience.
