PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Bureau of Air Management, this class is accountable for performing engineering studies on the effectiveness of stationary and mobile source air pollution controls, working with air pollution monitoring equipment and enforcing air pollution regulations.

SUPERVISION RECEIVED

Works under the general supervision of an Environmental Protection Supervising Air Pollution Control Engineer; receives closer supervision when performing more advanced tasks.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

LABORATORY/FIELD: Performs a limited range of related duties involving National Bureau of Standards traceability analysis, evaluation and documentation of air pollution data; plans, reviews, evaluates and updates quality control procedures for installation, calibration, operation, maintenance, repair and auditing of air pollution monitoring equipment; reviews air pollution data obtained from daily printouts, recorder strip charts, monthly operation sheets, calibrations, audits and special studies for validity; performs studies of effectiveness of air pollution control equipment and instruments both in lab and at sites; makes recommendations for improvement; performs preventive maintenance and repairs of lab equipment and portable calibration system equipment; performs calibrations and certification of air pollution equipment and instruments from private consulting companies and out of state agencies.
Prepares air quality data to be reported to federal government; retrieves data from computer terminals and compiles data for analysis of daily performance determinations; validates data by analyzing strip charts and site computer acquired air quality information; plans, develops, maintains and modifies computer models to predict air quality and determine air pollution levels; may assist in the implementation and maintenance of the computerized environmental information system; analyzes air quality data to determine effectiveness of control strategies; informs public of daily air quality through media; performs meteorological forecasting by analyzing maps, charts and other data for special purpose monitoring; performs related duties as required.
FIELD/ENFORCEMENT: Performs a limited range of related duties involving inspections of sources emitting air pollutants; gathers data on operating conditions, equipment condition and maintenance practices; performs source testing; reviews and analyzes source test plans and data; assesses compliance; recommends improvements; prepares reports on types, concentrations and dangers of source emissions; advises source regarding current and future regulatory requirements; initiates enforcement action upon observing violations; performs ensuing inspections to verify progress toward compliance; performs tracer dust tests; may attend public hearings; assists in writing new air pollution regulations; investigates air pollution related complaints from public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of sources and types of air pollution and methods of control; knowledge of laws and regulations concerning air pollution control; knowledge of data collection and analysis techniques; knowledge of instrumentation and techniques for monitoring air pollution; some knowledge of engineering related computer applications; interpersonal skills; oral and written communication skills; ability to utilize computer software; mathematical ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in applied mathematics, physical or biological sciences, engineering, meteorology, public health or statistics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in applied mathematics, physical or biological sciences, engineering, meteorology, public health or statistics may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to a moderate amount of lifting of light to medium weights, climbing or working in tiring positions and to some risk of injury, physical harm or discomfort inherent in the job.

COMPENSATION GUIDELINES

1. The classification of Environmental Protection Air Pollution Control Engineer 1 is assigned to Salary Group ES 19a.
2. Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group ES 20.
3. The Job Code is identified as Salary Plan EE in CORE-CT.
