PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising fish hatchery personnel, Fisheries Biologists and other staff engaged in fisheries management, research and conservation.

GUIDELINES FOR JOB CLASS USE

This class is restricted for use as a unit, program or section leader responsible for the regular supervision of at least three (3) Fisheries Biologists, Fish Hatchery Supervisors and/or Environmental Analysts as well as other technical and clerical staff.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Fisheries Biologists, Environmental Analysts, fish hatchery personnel and contract or volunteer personnel as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees, and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence;
  • Prepares plans for fish and waterlife programs;
  • Conducts biological research into life history, habits and rate of exploitation of various aquatic species including marine and anadromous fishes and invertebrates;
  • Coordinates collection of data on physical characteristics of lakes and ponds;
  • Reviews limnological and oceanographic studies for fishery conservation;
  • Conducts studies to evaluate results of harvesting fish and other aquatic life;
  • Makes recommendations regarding distribution of fish;
  • Submits recommendations for developing rules and regulations governing sport and commercial fishing;
  • Acts as consultant to private landowners in matters concerning management of aquatic life;
  • May conduct and analyze social-economic research on recreational and commercial use of aquatic resources;
  • May inspect water management projects to determine effects on aquatic life;
  • Performs related duties as required.

    • fishery biology and environmental factors affecting fish life and aquatic vegetation;
    • principles and methods of fisheries management;

  • Considerable ability in conducting and evaluating studies of fish and other waterlife in lakes, ponds, streams and marine and anadromous fishes and invertebrates and their environment;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical experience in fisheries management.

NOTE: Fisheries management is defined as work requiring a knowledge of scientific fields such as biology, ichthyology, fisheries science, fish population dynamics, aquatic ecology, limnology, fish taxonomy, fishery statistics, aquatic entomology, aquatic phycology and oceanography.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in fisheries management as defined may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in fisheries management as defined may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents must be willing and able to accept assignment or transfer to any area in the state.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents may be required to live on a vessel for extended periods of time.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • Incumbents must be able to swim.
  • Appropriate examinations will be required.

WORKING CONDITIONS

Incumbents in this class may be subject to some danger of injury or personal harm from environmental conditions and to some discomfort from exposure to year round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Environmental Protection Supervising Fisheries Biologist is assigned to Salary Group FS 27a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 28.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
