PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection, Bureau of Air Management, this class is accountable for independently performing a full range of tasks in engineering studies on the effectiveness of stationary and mobile source air pollution controls; works with air pollution monitoring, source test or continuous emission monitoring equipment and enforces air pollution regulations. When assigned to enforcement, performs complex engineering reviews and legal casework development for regulatory enforcement pertaining to air pollution control including analysis and evaluation of sources and abatement plans, preparation and issuance of state orders, development and issuance of non-compliance penalties and case presentation at hearings.
Works under the general supervision of an Environmental Protection Supervising Air Pollution Control Engineer or other employee of higher grade.
May lead lower level engineers, technicians and other lower grade employees as assigned.
EXAMPLES OF DUTIES
Performs complex analyses of mechanical, chemical, combustion, incineration and pollution abatement systems to determine amount and types of pollutants discharged to atmosphere; reviews system layouts, blueprints, schematics and flow diagrams to determine and identify discharge points; reviews emissions calculations; calculates emissions; evaluates technical reports and computations for accuracy and applicability; analyzes systems to determine Best Available Control Technology (BACT); calculates emission rates and corresponding control efficiencies; compares results with current standards to determine compliance; prepares data for modeling analyses; performs on site inspections of complex sources of air pollution to determine nature/magnitude of emissions and status of compliance; programs, calibrates and repairs microprocessors and related air monitoring equipment; designs and installs air sampling manifolds; performs air monitoring site audits; prepares air monitoring site evaluation reports; prepares reports on the results of special air monitoring studies; assists in the siting of air sampling and meteorological instruments; develops engineering modification to air sampling equipment; assists in preparation of the quarterly data reports and Annual Air Quality Summary; develops and prepares operating procedures; investigates complaints from public about alleged air pollution sources; attends meetings and conferences; prepares technical reports and testimony for public hearings or court proceedings; performs technology evaluations and literature searches; performs statistical and economic analyses and cost effectiveness evaluations; coordinates efforts with government agencies; develops legal casework and analyzes and evaluates sources and abatement plans; prepares/issues state orders; develops/issues noncompliance penalties; may assist in the design, development, implementation and maintenance of the computerized environmental information system; may testify as expert witness; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of sources and types of air pollution and methods of control; knowledge of laws and regulations concerning air pollution engineering and control; knowledge of data collection and analysis techniques; knowledge of instrumentation and techniques for monitoring air pollution; knowledge of equipment and operation of telemetry, meteorological and electronic source test and continuous emission monitoring and data handling equipment; knowledge of engineering computer applications; interpersonal skills; oral and written communication skills; ability to utilize computer software.
Enforcement: Knowledge of civil law and economics are additional requirements.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for one (1) additional year of the General Experience.

2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
Incumbents in this class may be exposed to some risk of injury, physical harm, or discomfort and to moderately disagreeable working conditions on occasion.
1. The classification of Environmental Protection Air Pollution Control Engineer 2 is assigned to Salary Group ES 22a.
2. Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group ES 23.
3. The Job Code is identified as Salary Plan EE in CORE-CT.
