PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for assisting in directing the activities of the various subdivisions in the areas of research, plans and policy development, planning reviews, coordination, program development and administration.

SUPERVISION RECEIVED

Receives administrative direction from the Division Director or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division as assigned.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations of a division; 
  • Assists in coordinating, planning and managing division activities;
  • Assists in formulating program goals and objectives; 
  • Assists in development of related policy; 
  • Assists in interpreting and administering pertinent laws; 
  • Evaluates staff; 
  • Assists in preparation of division budget; 
  • Assists in maintaining contacts with individuals within and outside of division who might impact on program activities; 
  • Assists in directing activities such as development and maintenance of a state planning program, preparation of statewide and regional plans, maintenance of a statewide plans inventory, preparation of federal aid applications, administration of federal grants, accomplishment of planning reviews, development of long range state strategies in planning and energy policies, preparation of statewide and demographic economic projections and development of research and policy projects in cooperation with other state and regional agencies; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of public administration; 
    • principles and practices of state planning;
  • Knowledge of
    • and ability to apply management principles and practices;
    • research and statistical analysis;
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in research, statistics, planning, management or policy analysis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the supervisory level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in administration, planning or a closely related field may be substituted for one (1) additional year of the General Experience.
