PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for supervising the activities and staff of State Fleet Operations.

SUPERVISION RECEIVED

Receives general direction from the Manager of State Fleet Operations or other employee of higher grade.

SUPERVISION EXERCISED

Supervises staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff of State Fleet Operations which may include vehicle acquisition, inspection, maintenance, repair and disposal, investigation of complaints, cost control programs, development of rates and billing of agencies for vehicle use, maintenance of vehicle records, preventative maintenance, and vehicle utilization programs; 
  • Conducts performance evaluations; 
  • Determines priorities and plans work; 
  • Establishes and maintains procedures; 
  • Prepares reports and correspondence; 
  • Assists in developing, implementing and evaluating policies and procedures; 
  • Evaluates staffing requirements for operations; 
  • Makes recommendations to Manager of State Fleet Operations and oversees implementation of approved changes; 
  • Assists in preparation of State Fleet Operations budget; 
  • Assists in developing regulations, policies and procedures concerning use, maintenance, protection and disposition of state owned vehicles and personally owned vehicles used for state business; 
  • Assists in directing a continuing safety program aimed at reducing accidents involving state owned vehicles; 
  • Reviews services and operations to determine their effectiveness; 
  • May act for Manager of State Fleet Operations in their absence; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures; 
    • principles and practices of fleet vehicle management; 
  • Knowledge of
    • relevant state and federal laws, statutes and regulations; 
    • governmental budgeting and accounting principles and practices; 
    • vehicle procurement and disposal procedures; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to plan and organize vehicle utilization programs; 
  • Ability to
    • analyze major operational and administrative problems and arrive at effective solutions; 
    • utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional/technical experience involving the operation, maintenance or administration of a large motor fleet operation.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business or public administration may be substituted for one (1) additional year of the General Experience.
