PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in the legislative and regulation program.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade and in consultation with the Attorney General's Office.

EXAMPLES OF DUTIES

  • Conducts research of current and proposed legislation;
  • Assists in preparing legislative packages; monitors the progress of the legislative proposals;
  • Assists in the drafting of regulations to implement legislation;
  • Writes legislative and departmental requirements into procedures;
  • Prepares correspondence and reports;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • federal and state legislative process;
    • research methods and techniques;
  • Skills
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • analyze data;
    • interpret and understand the application of and translation into lay language laws and regulations;
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in researching and monitoring legislative activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in political science or public administration may be substituted for one (1) additional year of the General Experience.
  • A law degree from an accredited school of law may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
