We are seeking to fill one (1) Chief of Fiscal/Administrative Services 2 position, located in Central Office, 505 Hudson Street, Hartford, CT. This opportunity is full-time, 40 hours per week, Monday-Friday, 8:00 a.m. to 5:00 p.m. and reports directly to the Deputy Commissioner of Administration at DCF and will be a member of the DCF senior leadership team.   

Although located in Central Office, this position will work closely with DCF's six (6) Regions which include fourteen (14) area offices throughout the state, two (2) facilities, the Wilderness School, and Central Office, which will require statewide travel, as needed.

This position provides the opportunity to direct staff and operations of the Fiscal Division, including:  

  • Creating and implementing financial strategy, administration, direction of agency and delegate operational budget performance.
  • Overseeing development and maintenance of a $800 million budget, maximizing revenue from the federal title IV-E and IV-B programs, Medicaid and private insurance reimbursement and other social and human services federal reimbursement programs.  Overseeing DCF contracting with direct care providers of treatment services.
  • Producing complex reports generated from a proprietary software system and making the information accessible and consumable to a wide range of customers.
  • Ensuring all appropriate state and federal regulations are adhered to in the management of funds.
  • Overseeing the Engineering Department for the Agency that is responsible for three (3) state operated accredited psychiatric settings, 15 large office settings housing over 2,000 employees, and the State's Wilderness School.  Oversees a Central Transportation Unit, providing transportation to the children and families served by the Department. 
  • Overseeing the Payroll Unit, which processes payroll for 3,200 employees and applies the pay rules for 11 bargaining units.
  • Act as a liaison with Office of Policy and Management (OPM) and other key stakeholders in budgetary matters.

  • Lead the fiscal division, supervising and managing a large team, while working collaboratively with other division leaders across the agency and state.
  • Strategic and analytical, understanding how all aspects of state and agency operations impact the financial future.
  • Able to execute deliverables with competing deadlines and priorities.
  • Experience using interpersonal, verbal, and written communication skills including creating and facilitating fiscal presentations.  
  • Experience using Microsoft Excel and Word including, but not limited to, creating reports, graphs, and other related records.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for administering the fiscal and administrative programs and operations of the agency.

EXAMPLES OF DUTIES

Administers the staff and operations of the fiscal management functions including budget preparation and management, accounting, and financial reporting and analysis; develops, implements and evaluates policies, goals and objectives; designs and develops programs and activities; implements new procedures and procedural revisions; acts as liaison both internally within the State and externally; determines appropriate staffing levels and directs the management and coordination of staff; designs and implements performance review standards for division staff; maintains contacts with individuals within and outside of the division who might impact on policy or program activities; directs financial planning activities including long and short-term forecasting; assists EDP experts in the planning and implementation of financial aspects of EDP systems; utilizes EDP systems for financial analyses; prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; may direct a program of internal and/or external audit. In addition to directing fiscal/administrative functions, may direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security, and housekeeping; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of and ability to apply relevant State and Federal laws, statutes and regulations; considerable knowledge of and ability to apply principles and practices of public administration with special references to governmental budget management and governmental accounting; considerable knowledge of the principles and procedures of personnel, payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in the preparation and analysis of financial and statistical reports; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (l) of which must be an accounting or budgeting function.*

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the general experience must be at a managerial level.

For state employees, this is interpreted at or above the level of Assistant Chief of Fiscal/Administrative Services, Principal Budget Specialist or Fiscal/Administrative Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in Public Administration, Business Administration, or Accounting may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess:  

  • Experience developing and implementing strategic fiscal programs and overseeing fiscal budgets.
  • Experience in evaluating the efficiency and effectiveness of administrative programs and oversee development of program improvements.
  • Experience interpreting federal and state laws and regulations related to the program and policies of child protective service agencies.
  • Experience in public sector budgeting and accounting.
