If so, the State of Connecticut, Department of Administrative Services’ (DAS) Statewide Human Resources Management Division has an exciting opportunity for you!

The purpose of this Classification and Compensation Specialist (Human Resources Consultant 3) is to perform a variety of subject matter expert level classification and compensation activities in support of the development, implementation, and maintenance of the State’s classification and compensation systems. This position will play a critical role in transforming the State’s diversified workforce to meet the future needs of our communities.

The position is full-time, 40 hours per week, Monday through Friday and is located at 450 Columbus Boulevard, Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Statewide Human Resources Management, this class is accountable for performing tasks related to the development of statewide Human Resource Management systems involving strategic planning; classification, job evaluation and compensation; organizational effectiveness and assessment; business rules development and application; personnel assessment, recruitment, and selection; employee relations; human resource training program design, delivery and evaluation; and related special projects. Provides consultation to state agencies' human resources professionals and executives regarding human resources programs, laws, regulations, and business rules.

EXAMPLES OF DUTIES

Duties and responsibilities include, but are not limited to:

  • Conducts comprehensive occupational focused classification studies, incorporating statewide and agency-specific classification alignments and collective bargaining considerations and impact;
  • Provides mentoring, consultation and formal training to division staff and agency human resources professionals;
  • Develop, review, revise, and maintain job classifications. Gather position and classification information through interviews with employees, management, and other job experts;
  • Conduct comprehensive job analyses; allocate and recommend job classification for specific positions;
  • Prepare analytical reports to support recommendations;
  • Advise various parties on results of reclassification requests, classification studies and interpretation of classification and compensation policies and procedures;
  • Evaluate and recommend changes to compensation policies;
  • Develop new or revise existing compensation programs based on current trend analysis and policy direction;
  • Conduct surveys, offer recommendations, and provide other support for negotiation teams;
  • Perform FLSA reviews and determine appropriate status;
  • Keep informed of new trends, developments, laws, and other authorities related to the administration of classification and compensation;
  • Testifies at grievances, arbitrations, and other hearings; and
  • Perform related duties and responsibilities as required.

KNOWLEDGE, SKILL AND ABILITY

COMPETENCIES: Please refer to the ADDENDUM #2 COMPETENCY TABLE for a comprehensive listing of minimal competencies required of incumbents to perform duties outlined for this class.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in human resources management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at or above the level of Human Resources Consultant 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, human resources management or other closely related field may be substituted for one (1) additional year of the General Experience.
3. For State Employees one (1) year of experience at or above a Human Resources Specialist may be substituted for the General Experience and Special Experience for the advanced working level.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • Classification and compensation experience in a public sector or unionized environment;
  • Experience applying organizational principles and strategies;
  • Experience utilizing applicant tracking systems;
  • Ability to self-direct and lead projects; and
  • Experience with Microsoft Outlook, Word, Excel, and PowerPoint.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
