 THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by May 28, 2024.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.


DESCRIPTION


THE AGENCY
The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services.  The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules.  We pride ourselves in delivering high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals.  

THE POSITION  
Under general direction, the Human Resources Division Manager develops, plans, organizes, administers, and directs the activities of the fast paced centralized Personnel Services Division which provides recruitment, examination, classification, and compensation services with countywide impact and responsibility; develops and implements division and program goals, policies and priorities; provides highly responsible and complex human resources consultation and administrative support to departmental senior managers and executives within the Personnel Services Division; and performs related work as required. This is a senior level leadership position in Human Resource Services and is distinguished from first-line supervisory classifications in the Human Resource Services Department by its division management responsibility for overseeing the day-to-day operations of a centralized human resources discipline of countywide significance. 

The current vacancy will oversee the Human Resource Services Department Administrative Services Division which plans, administers, and oversees staff and complex professional services for the Human Resource Services Department including budget reporting, personnel and payroll, Equal Employment Opportunity, purchasing, contracts management, building management, and Human Resource Information Technology Services. Additionally, this position has responsibility over the Temporary Assignment Program (“TAP”), which includes managing the budget; oversees the analysis of current and projected revenues and expenditures; prepares data for presentation to the Board of Supervisors; manages contracts with supplemental temporary vendor; and prepares complex analytical and statistical reports in all areas of Human Resource Management.

THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success as: 

  • A highly knowledgeable Human Resources Manager who keeps up with terminology and current developments and trends and who is prepared for advancement having achieved sufficient technical knowledge and skill in the operations, programs and services of the Personnel Services Division which provides centralized recruitment, examination, classification, and compensation services.
  • Someone experienced in aligning Personnel Services Division performance for success, and who is able to direct and oversee resources, personnel and activities of a large, complex Human Resources Division.
  • Someone capable of identifying and understanding how external issues (e.g., economic, political, social and industry trends) impact the work of centralized human resource services; and who is able to motivate and inspire others by providing leadership and setting a sense of purpose for the Personnel Services Division.
  • A tactical manager of change adept at recognizing the need for and leading, directing, and managing organizational change by actively engaging and motivating others.
  • A collaborative spirit eager to actively participate as a member of a team, and who is committed to building strategic relationships between one’s team and other areas, teams, departments, units, or organizations.
  • A strategic decision maker capable of solving problems and committing to a course of action which is consistent with all available facts, constraints, and probable consequences by identifying and understanding issues, relationships, challenges, and opportunities relevant to achieving a long-range goal or vision.
  • An effective communicator who conveys information and in a manner that meets audience needs; someone able to develop and maintain effective relationships with others and who relates well to people from varied backgrounds and in different situations.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university with major coursework in human resource/personnel administration, public or business administration, political science, industrial psychology, psychometrics, or a closely related field.

AND
Experience:

The equivalent of three (3) years of full-time supervisory experience managing and overseeing the activities and staff of a human resources discipline in one (1) of the following areas: benefits; recruitment/selection and classification/compensation; administrative services; training and organizational development; or civil service with countywide responsibilities.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:
  1. A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process; 
  2. A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process; 
  3. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
