Field Maintenance Supervisor

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

This position requires that all candidates possess and maintain a valid California Motor Vehicle Class C Driver's License. Candidates must submit evidence from the DMV showing current status of their license at the time of application dated between July 15, 2022 to the last day of filing for this recruitment. Candidates must have a clean driving record for the previous one-year period.  A clean driving record consist of no violations in the previous 12 months.

DESCRIPTION

THE AGENCY

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. 

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION

Under general supervision, to plan, organize, direct, reviews all maintenance programs and supervise, train and evaluate staff involved in maintenance and construction work on Public Works and Flood Control District facilities, rights-of-way, and their appurtenances; and to perform related work as required.

MINIMUM QUALIFICATIONS

EITHER I

Experience:  

The equivalent of two (2) years of full-time experience in the class of Crew Leader or a related equivalent or higher level class in the Alameda County classified service.   

OR II

Experience:  

The equivalent of four (4) years of full-time experience in the construction or maintenance of roads, flood control facilities, or other engineering structures.  At least two (2) years of the required full-time experience must have included the supervision of field crews consisting of but not limited to: Crew Leaders, Laborers, Truck Drivers, Heavy Equipment Operators, Plumbers, Electricians, Engineers, Construction Inspectors, Tree Trimmer/Climbers, Vegetation Technicians and/or Traffic Painters engaged in the construction or maintenance of roads, flood control facilities or engineering structures.   

Substitution:  

Satisfactory completion of ninety (90) course work hours of the American Public Works Association (APWA), Public Works Institute, or satisfactory completion of the APWA Donald C. Stone Level 1 Public Works Supervisor curriculum may be substituted for one (1) year of the non-supervisorial required experience.   

Completion of a two (2) year degree, or higher, in Business Administration, Engineering, Construction, Public Administration, or a relevant field may be substituted for two (2) years of required non-supervisorial experience.  

AND  

License (required for all of the above patterns):  

Possess and maintain a valid California Motor Vehicle Class C Driver’s License.

Working Conditions:  

Duties of this position require prolonged sitting and walking on flat, uneven, wet and slippery surfaces such as along roadsides, construction sites, flood control channels, dirt inclines, and side slopes; climbing ladders or descending ladders into culverts.  Inspections may require stooping, squatting, or kneeling for short periods of time.  Incumbents drive daily for up to two (2) hours and must frequently get in and out of the vehicle.  Duties require working outdoors in all weather conditions and incumbents are exposed to heavy dust and pollen; loud noise from construction equipment; herbicides used in vegetation control.  Incumbents work near moving traffic and heavy construction equipment; 24/7 responsibility to respond to emergencies; participate as on-call supervisor after hours and weekends/holidays; attend meetings after hours.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:        

  • Principles and practices of supervision and leadership and performance evaluation. 
  • Basic principles of municipal budget preparation and administration.
  • Estimating, inspecting, planning, scheduling, and job control practices.
  • Terminology, methods, materials, tools, and equipment used in construction and maintenance operations.
  • The use and capacity of maintenance equipment, materials, and approaches utilized in public works.
  • Methods, procedures, materials, equipment, and associated safety practices used in flood control and road maintenance.
  • Use and operation of a variety of light and heavy-duty construction tools and equipment.
  • Construction, operation, and maintenance practices in the public works field; techniques for estimating materials, tools, equipment, and staffing necessary to complete projects.
  • Various government codes and regulations, including Cal/OSHA regulations and practices.
  • Construction safety practices.
  • Operational electronic record-keeping methods.
  • Modern office practices and procedures, including clear, concise business correspondence, digitized record keeping systems, and office equipment operations.
  • Correct English usage, including spelling and grammar; business letter writing and proper format for typed materials.
  • Computer applications and operations for MS Office, Word, Excel, Microsoft Teams and Outlook, accounting/budgeting, maintenance management applications, etc.
  • Emergency response and operations including the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).
  • Public contact and community relations.  

Ability to:  

  • Make sound decisions quickly and during pressured situations.
  • Plan and organize.
  • Analyze data and report recommendations, options and/or conclusions.
  • Set standards of performance in order to control and optimize the productivity of staff.
  • Estimate the staffing and equipment required in the category of work assigned.
  • Writes reports, keeps records and special files, as necessary.
  • Read and interpret plans, blueprints, specifications, government regulations and contract documents.
  • Demonstrate proficiency in utilizing computer applications and software at an intermediate level or higher for MS Office and other business-related applications.
  • Train subordinates in all phases of work and safety.
  • Supervise, motivate, and evaluate staff.
  • Keep abreast of changing technology, work methods and materials, and utilize new technologies to improve efficiency and effectiveness.
  • Communicate in a clear and concise manner in written and verbal format.
  • Ability to demonstrate effective reading comprehension both orally and in writing.
  • Establish and maintain effective working relationships in the performance of required duties.         
  • Respond to emergency or disaster situations.
  • Implement preventative maintenance programs.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. Review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to further verify knowledge, skill and ability.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
