THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

THE POSITION
Under direction, to plan, organize and direct the operation of one or two rehabilitation programs which serve mental health/substance abuse consumers at a particular site; to perform program development and administrative functions in connection therewith; to supervise multi-disciplinary rehabilitation staff; and to do related work as required.
This is a supervisory-administrative classification with positions located in the Behavioral Health Care Services Department in the Health Care Services Agency.
Chief Rehabilitation Counselors may be found in large outpatient centers where they are responsible for daily operations and act as assistants to Center Directors. Chiefs perform a wide range of supervisory and administrative functions. Chiefs differ from the next higher class of Mental Health Services Center Director in that the latter are responsible for a greater number of personnel (typically 16+) and always have multi-program responsibility.
THE IDEAL CANDIDATE

· Knowledge and experience with principles of administrative and personnel management and the organization and operation of Mental Health/Substance Abuse Services.
· Knowledge of principles and practices of modern rehabilitation counseling and psychiatric casework including vocational assessment and evaluation, vocational testing, vocational counseling, job placement, psycho-social assessment, personality theory, and substance abuse counseling.
· Experience with clinical principles and practice with various socially disadvantaged populations.
· Experience with principles and methods of social research including aspects of research design, data analysis and interpretation.

The examination will consist of the following steps: 1) A review of applicants' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises
