DESCRIPTION

HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.

THE POSITION:
Under general direction, to plan, develop, organize, and direct the activities and staff of the Children & Youth Services Initiatives of the Health Care Services Agency; and to do related work as required.  

This position serves as the lead for major children and youth initiatives for the Health Care Services Agency (HCSA) and its departments, and serves as primary liaison with other County agencies, cities, Local Education Agencies (LEAs), and community-based children’s service providers and advocacy groups. The position is responsible for engaging stakeholders to: improve cross-system coordination, integration and linkage within and between children and youth initiatives; and strategically redirect existing resources and maximize investments to improve health, wellness, education, community safety, and economic development outcomes. This position will coordinate professional resources to provide stakeholder training, consultation and technical assistance as needed in planning, data analysis and policy development. The incumbent provides staff support to a number of groups.

  • An effective communicator with excellent written, verbal and interpersonal skills and is focused on developing an environment where diverse multidisciplinary team can work together and offer maximum services to our residents.  
  • An exceptional planner, coordinator and evaluator of program services and has the ability to develop and implement a county-wide program.
  • A strong administrator who has ability to develop effective systems, manage overall program budget, and plan program sustainability and growth.  
  • An experienced supervisor who adheres to principles of effective personnel management; supports and develops staff in order to manage today’s changing environment.
THE VACANCY
There is a vacant position located within the Agency Administration department of the Health Care Services Agency. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas.

MINIMUM QUALIFICATIONS

EITHER I  

Experience:

The equivalent of two (2) years full-time experience in the class of School Health Services Administrator or in an equivalent or higher level class in the Alameda County classified Service.  

OR II  

Education:  

Possession of a Master’s Degree from an accredited college or university in business administration, health care administration, public health administration or related field.  

AND  

Experience:  

The equivalent of three (3) years full-time progressively responsible experience in a public or private health care or children’s organization, which must have included responsibility for budget, planning, developing, and managing Children and Youth collaborative initiatives.  

License:  

Possession of a valid California Motor Vehicle Operator’s License.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most qualified candidates will possess the following competencies:

Knowledge of:

  • Principles and practices of governmental budgeting, funding, and grant/contract management.
  • Principles and processes of personnel management which include supervision, coaching, performance evaluations, and development.
  • Principles and practices of County government process.
  • Community needs, resources and organizations related to Children and Youth Services.
  • Current principles, best practices and trends in the delivery of children, youth and family services, quality assurance and quality improvement.
  • Program evaluation methodologies and management analysis.
  • Disparities in health outcomes for vulnerable populations including socio-economic and environmental factors that affect health equity.
  • Principles and practices of effective organization, management, monitoring, quality assurance and quality improvement indicators.  

Ability to:

  • Plan, supervise, review, and evaluate the work of staff through subordinate supervision.
  • Exercise independent judgment within the scope of authority and practice.
  • Provide effective leadership.
  • Plan, organize and prioritize work.
  • Provide budget development, analysis, and monitoring.
  • Analyze effectiveness of policies, procedures, operations and interventions, and modify as needed to improve programmatic objectives.
  • Facilitate and model effective written and oral communication with attention to linguistic preferences and cultural proficiency.
  • Exercise interpersonal sensitivity, political astuteness, and group interaction skills to establish and maintain effective working relationships with departments/agencies, stakeholders, partnerships and other organizations and communities.
  • Demonstrate flexibility.
  • Manage multiple and changing priorities.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
  3. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
