Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. This examination may be reopened as necessary and the names of additional candidates will be merged onto the existing list according to examination score. 

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. THE POSITION 

Under administrative and clinical direction, provides professional specialized medical or psychiatric diagnostic and therapeutic specialized services to clients of programs throughout Alameda County Health Care Services Agency; provides technical assistant in program development and medical consultation; assists in policy and protocol development, quality assurance and implementation of program standards; and performs related duties as required.  

 

THE VACANCY

There is currently one vacancy in the Family Health Services division within the Public Health Department. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas.

 

SPECIAL REQUIREMENT: The Pediatric specialty designation for these positions require one year of pediatric experience.

MINIMUM QUALIFICATIONS

License:

Possession of a license to practice medicine in the State of California.    

Specialty Designation Requirement:

The Pediatric specialty designation for these positions require one year of pediatric experience.

Special Requirements:

  1. In compliance with the Administrative Simplification provision of the Health Insurance and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.
  2. In compliance with Medicare regulations, employees in this classification are required to complete the “Medicare Enrollment Process for Physicians and Non-Physician Practitioners” through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.    

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

  • Current developments, trends, and research in the medicine/ psychiatry field.
  • Principles and practices of a specialized medical/psychiatric area.
  • Principles, practices and techniques of medicine and its application.
  • Pharmacology/psychopharmacology including law regarding informed consent, dosage ranges, drug incompatibilities, and side effects.
  • Medical/Psychiatric diagnosis and treatment.
  • Principles, practices and techniques of clinical supervision.
  • Disparities in health outcomes for vulnerable populations including socio-economic and environmental factors that affect health equity.
  • Principles and practices of effective organization, management, monitoring, quality assurance and quality improvement indicators.
  • Principles and practices of public health education and teaching. Interviewing, assessment, and counseling techniques.
  • Ten Essential Public Health Services.
  • Health systems, agencies community resources and patterns of referral.
  • Documentation requirements.
  • HIPPA regulations.
  • Medical ethics as they relate to patient/client care.    

Ability to:  

  • Develop and monitor appropriate treatment plans.
  • Diagnose and treat patients/clients.
  • Assist in the planning and coordination of medical specialty services.
  • Clinically supervise licensed and professional staff.
  • Serve on multidisciplinary teams.
  • Maintain medical records and prepare reports.
  • Exercise interpersonal sensitivity, political astuteness, and group interaction skills to establish and maintain effective working relationships.
  • Facilitate and model effective written and oral communication with attention to linguistic preferences and cultural proficiency.
  • Exercise independent judgment within the scope of authority and practice.
  • Prepare clear, accurate and effective reports, correspondence, policies, informational brochures, and other written materials.
  • Utilize basic modern office equipment and technology related to work.
  • Incorporate departmental core values and ethical standards of practice into all interactions with individuals, organizations, and communities.
  • Explain and provide services in a manner that is compatible with the needs and preferences of community members from diverse backgrounds.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of candidates' applications to verify possession of minimum requirements.
  2. Those candidates who possess the minimum qualifications for the class will be placed on the eligible list based on an evaluation of education, training, and experience.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
