THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

THE POSITION
Under general direction of the Deputy Director and/or Executive Leadership, will plan, develop, organize and direct the activities and staff of a Division of Behavioral Health Care Services and perform related work as required. A Behavioral Health Division may include a variety of aligned services and programs and/or operational or administrative units and functions. The Division Director, Behavioral Health Care Services, may be required to directly administer one or more division programs and to satisfy all professional qualifications and/or licenses required for the administration of assigned programs.
This class is located in the Behavioral Health Care Services Department of the Health Care Services Agency. The incumbent of this class has responsibility for developing, organizing and administering the full spectrum of Division services. This class is distinguished from the next higher class of Adult and Children’s System of Care Director, which provides leadership in organizational policy, system design, system integration and planning and program development. It differs from the next lower class of Behavioral Health Clinical Manager, in that it has responsibility for directing and administering programs that represent the full spectrum of services along the continuum of care within the behavioral health delivery system, including integrated care and preventive care, in all treatment settings, and/or administrative programs and business functions that support the department.
THE VACANCY
The immediate vacancies are located in the divisions described below; however, please note that the eligible list resulting from this recruitment and selection process may be utilized to fill other future vacancies (including specialty designated vacancies) which may arise within the next year for the Health Care Services Agency.
The Child and Young Adult System of Care (CYASOC) Outpatient Services Division Director is part of the CYASOC Executive Leadership Team and is responsible for the daily operations and oversight of all County Operated. This role provides direct supervision of Clinical Managers and Supervisors under this umbrella. This position requires a valid clinical license as this position may approve clinical documentation, conduct clinical chart reviews, and provider Quality Assurance Leadership for the CYASOC as needed. This position reports directly to the Director of the CYASOC. Experience working in or with child and adolescent programs preferred.
The Transitional Age Youth Division Director oversees Mental Health and Substance Use Disorder programs and services for young adults ages 18-24 within the Child and Young Adult System of Care. This position also oversees a number of programs with community-based organizations and private providers; provides leadership in organizational policy, system design, integration and planning and program development of Transitional Age Youth Services. The TAY Division Director may review and approve clinical services and placements for TAY in the ACBH system. This position reports directly to the Child and Young Adult System of Care Director. The incumbent must be licensed as s/he signs and approves services and placement authorizations, and reviews and approves other clinical documents.
The Division Director for Older Adult (OA) Services will oversee all older adult behavioral health programs in the Adult/Older Adult System of Care, including the Geriatric Assessment and Referral Team (GART), Schreiber Center collaboration, Older Adult Service Team and Older Adult Full-Service Partnership (FSP). This position reports to the Adult/Older Adult System of Care Director and will provide supervision to OA program staff. The OA Division Director will be a key system-wide collaborator and will routinely participate in cross-collaboration efforts with community and other agency partners. A clinical license is preferred.
The Health Equity Division Director will serve on the ACBH Executive team and manage programs and services related to the following areas: Ethnic & Language Services, Peer & Consumer Services, and Family & Caregiver Services. This office will also oversee departmental operations related to Patients’ Rights Advocacy in order to ensure that critical beneficiary needs are represented and/or supported through policy, practice, and/or through the care delivery system. This Director will also serve as the departmental ‘Health Equity Officer’ and will report directly to the Director of ACBH.
The “ACCESS” Division Director will oversee clinical operations related to outpatient screening and the department’s referral call center in order to ensure beneficiary access and care delivery. The leader will report directly to the Deputy Director of Clinical Operations and will manage a clinical team that will be responsible for beneficiary screening, assessment, and linkage. This position will be responsible for operational oversight that ensures client access to services, links beneficiaries with medically necessary services, coordinates care towards the least restrictive setting, and reduces consumer barriers to receiving community-based treatment.
The Utilization Management Program (UM) Division Director has overall responsibility in strategic design and implementation of pertinent Federal and State laws and regulations as it pertains to beneficiary least restrictive access to care, service authorization, and performance metrics for two delivery systems: Specialty Mental Health Services (SMHS) and Drug Medi-Cal Organized Delivery System (DMC-ODS). The UM overarching mission is to ensure beneficiaries receive timely access to appropriate and quality behavioral health care services. A priority role is the development and implementation of utilization data reporting systems to identify utilization trends and patterns of care. This position provides direct supervision to UM Clinical and Administrative Supervisors and directly reports to the Quality Management Program (QM) Director. Experience working in healthcare quality management is preferred.

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.
