Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

SUPPLEMENTAL QUESTIONNAIRE: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE INFORMATION TECHNOLOGY DEPARTMENT

The Information Technology Department (ITD) is the central technology support for the County’s agencies and departments who serve our communities. Our more than 1.5 million residents and countless customers around the world depend on the services the County provides. THE DIVISION

ITD’s Application Systems Group offers a variety of application development services. We can design, build, support and implement web apps, mobile apps for Apple and Android devices, enterprise apps such as PeopleSoft Financials and HRMS, custom apps using various modern and legacy technologies like JAVA, .NET, PHP, COBOL, etc. and cloud based or SAS solutions. ITD has developed and supports dozens of enterprise class custom applications for the various County departments and agencies, as well as several regional applications serving many of the Bay Area counties and local governments. We bring together our understanding of your business, technical expertise, and project methodology to deliver superior technology solutions within agreed up on timeline and budget.

 

THE POSITION

This series contains four career tracks; Engineer, Systems Analyst, Business Analyst and Quality Assurance. ITD is currently testing to fill the Engineering and Systems Analyst tracks. These positions will provide thought leadership and operational support for the County’s information systems, architect business solutions, and to serve as a liaison between department/agency representatives and third party service providers. Application Systems Engineer IIIs are responsible for designing, developing, analyzing, implementing, and maintaining software, including enterprise class, multi-tier systems; and perform related duties as required.

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications the ideal candidate will demonstrate excellent customer service, effective communication, collaboration, problem solving, prioritization of workload, effective decision making, and the ability to manage projects and resources.

MINIMUM QUALIFICATIONS

EITHER I

Education:  

Possession of a Bachelor’s degree from an accredited college or university with a major in MIS, Computer Science, Computer Engineering, or a closely related field.  

And

Experience:

The equivalent of four (4) years full time experience designing, developing, analyzing, supporting and implementing complex software systems.

 

OR II

Experience:

The equivalent of seven (7) years full time experience designing, developing, analyzing, supporting, and implementing complex software systems.


NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The most qualified candidates will possess the following competencies.

Knowledge of:

  • Principles, methods, tools, and standard practices of application  design, systems design, programming, systems testing, implementation, and upgrades.

  • Facilitate design sessions with the enterprise software development team to define the solution.
  • Define project scope, estimates, delivery schedule, and prepare proposals for review.
  • Perform risk assessments and help establish Service Level Agreements (SLA’s).
  • Communicate effectively, both orally and in writing.
  • Provide technical support to customers, users, and team members.
  • Establish and maintain effective working relationships with management, internal support units, customers and vendors.
  • Assess and evaluate new technology solutions to address business needs.
  • Provide input and make recommendations to leadership teams in regard to the long-term vision of the organization.
  • Prioritize, evaluate and mentor the work of subordinate personnel.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process; 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process; 3) An oral examination which will be weighted as 100% of the candidate's final examination score. The oral examination may contain situational exercises.
