Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing.

DESCRIPTION

THE DEPARTMENT OF CHILD SUPPORT SERVICES (DCSS)

The Alameda County Department of Child Support Services believes that all parents should be fully engaged in supporting the wellbeing of their children. THE POSITION

To plan, organize, implement, and direct the management of program operational functions for one or more areas within the Department of Child Support Services. Develop and implement objectives and goals that are aligned with overall organizational strategic initiatives. Supervise and evaluate child support programs and services; evaluate processes and take action to improve efficiencies. Provides support to Executive Leadership within child support services areas. Select, train, provide direction, and effectively evaluate the work of subordinate supervisory staff within multiple units. Research problems and seek solutions to program issues. Perform related work as required.

MINIMUM QUALIFICATIONS

Either Pattern I
Experience:

The equivalent of two years of full-time experience as a Child Support Supervisor II, Call Center Manager or in an equivalent or higher level class in the Alameda County classified services. (Non-classified service includes Hospital Authority and the Consolidated Courts.) (Possession of a Bachelor’s degree with a major in business or public administration, public relations, communications, social service field, or a closely related field may be substituted for one year of the required experience.)

Or Pattern II
Experience:

The equivalent of four years of full-time professional administrative experience which includes at least one year of first line supervisory experience. (Possession of a Bachelor’s degree with a major in business or public administration, public relations, communications, social service field, or a closely related field may be substituted for two years of the required full time professional administrative experience.)

Special Requirements:

1. All candidates must possess a valid California State Motor Vehicle driver’s license.

2. A thorough background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure they are suitable for Child Support related work. A felony conviction will be disqualifying.

KNOWLEDGE AND SKILLS

NOTE: The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Organization, programs, and functions of the various operational areas of Child Support Services.
  • Federal, State, and local laws, as well as codes, regulations and mandates pertinent to child support services.
  • Principles of supervision, training, personnel, performance management and employee development.
  • Community resource development and collaboration.
  • Child support principles and casework techniques.
  • Client and public relations.
  • Automated system capabilities and applications.

Ability to:

  • Communicate effectively, both orally and in writing; prepare detailed reports, procedures, and correspondence.
  • Plan, direct, organize, and coordinate operational activities within child support services.
  • Plan, organize, assign, and review the work of subordinates.
  • Train, guide and evaluate the development of subordinates.
  • Evaluate program operations and functions for improved efficiency and effectiveness.
  • Establish and maintain effective relationships and work cooperatively with others inside and outside the department.
  • Interpret, apply, and explain complex laws and regulations.
  • Make effective decisions.
  • Identify, research and analyze problems accurately; develop recommendations and take appropriate action to resolve problems.
  • Leverage technology to improve program operations and service delivery.
  • Represent the Department of Child Support Services in dealings with representatives of other agencies, departments, and the public.
  • Provide management control.
  • Exhibit leadership skills.
  • Be flexible.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
