Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

THE POSITION

Under direction, to plan, manage, direct, and coordinate all matters concerning building and facility activities for a County department or agency; work with executive departmental management staff to identify facilities related requirements, coordinate with internal departments to facilitate moves and renovations, and/or new facility planning and development, participates in long range facility planning and is responsible for coordination with the General Services Agency (GSA) staff on facility move implementation and redesign; supervise paraprofessional and/or professional subordinate employees providing support to building and facilities activities and to do related work as required.

THE VACANCIES

We are currently recruiting to establish a countywide eligible list that will be used by any County department or agency needing to fill a vacancy in this classification. There are immediate vacancies in the Alameda County Probation Department and the Alameda County Library.

THE IDEAL CANDIDATE

  • A detail oriented strategic thinker with business acumen and the ability to use one’s understanding of major business functions and industry trends to develop and accomplish departmental facility-related goals.
  • Exceptional written and oral communication skills, highly adept at interacting effectively with stakeholders including vendors, departmental program and executive directors, contractors, county staff, and the public.
  • A problem-solver with high standards for quality and who makes sound decisions to solve problems by taking action that is consistent with all available facts, constraints, and probable consequences.
  • The ability to independently prioritize tasks, work on multiple projects simultaneously, and establish a course of action for self and others to ensure that work is completed efficiently.

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor's degree from a four-year accredited college or university (180 quarter units or 120 semester units) with a major in Facilities Management, Business Administration, Public Administration, Real Estate, Planning and Development, Construction Management or a closely related field.

And
Experience:


The equivalent of three (3) years of full-time professional level relevant experience independently providing complex administrative or management services, which included planning, organizing and conducting high level administrative, organizational or related studies preferable related to development and management of capital projects, renovation or remodeling of commercial structures. One year of the required experience must have included supervision of staff.

(Additional professional administrative services comparable to above qualifying experience may be substituted for the education on a year-for-year basis but will not substitute for the supervision experience.)

License:

Possession of a valid California Motor Vehicles Operator's License.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles and practices of employee supervision
  • Methods and techniques relative to long range capital facilities planning 
  • Principles and procedures related to remodeling and redesign of office facilities 
  • The process and steps involving land acquisition and development 
  • Accepted principles and practices of facilities management 
  • Laws pertaining to property and facilities management 
  • Governmental, economic, maintenance and environmental factors influencing facilities and real property 
  • The principles of budgeting, finance and evaluation of services 
  • Federal, state and county level disaster recovery and emergency operations plans and principles

Ability to:

  • Effectively plan and direct the work of subordinate employees
  • Analyze data and make decisions for handling facility needs 
  • Resolve customer complaints 
  • Monitor facilities management transaction impact within the Department Agency 
  • Effectively supervise and evaluate subordinate employees and contractors 
  • Set goals and ensure that they are followed 
  • Establish and maintain cooperative relationships with departmental representatives, the business and professional community, other public agencies, service and maintenance providers, members of the public and subordinates 
  • Read plans and specifications 
  • Plan and prioritize facility needs and monitor work done by service providers 
  • Prepare and present written and oral reports, correspondence and work plans

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of candidates' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
