Facilities Manager - Real Property Division (Promotional)

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by Friday, November 1, 2019.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE AGENCY

Alameda County General Services Agency (GSA) delivers a host of logistical support services to County agencies and partners from maintenance of facilities and County fleet to energy and environmental management services, capital project management, procurement services, and clean commute and recycling programs. The GSA Community strives not only to provide these services but to also facilitate collaborative and innovative approaches in its efforts.

 

While the GSA Community largely focuses on support services for Alameda County departments and other public agencies, the work has a direct impact on the communities. GSA builds structures such as libraries and youth centers that transform communities, provides opportunities for local businesses, and works towards ensuring that County work practices minimize negative impacts to the environment. THE POSITION

Under general direction, to plan, manage, coordinate and supervise the facilities maintenance, repair and operation of Alameda County owned buildings, including correction and detention facilities; or to plan, manage, coordinate and supervise the County’s general fund real property and space allocation programs; and to do related work as required.

The position is assigned to the Real Property Division, is also located in the General Services Agency and reports to the Director, General Services Agency or the Deputy Director, General Services Agency Building Maintenance Department. The incumbent is responsible for managing, with the assistance of subordinate staff, the County’s general fund real property program, including the acquisition, disposal and leasing of real property for County purposes and the allocation of space to County departments. This class is distinguished from the lower class of Real Estate Projects Manager in that the former provides direction to the latter and has overall responsibility for the countywide property management program.

While positions assigned to this class may be found in the Building Maintenance Department, the current vacancy is with the Real Property Division. 

MINIMUM QUALIFICATIONS

For Real Property Division:

Either I
Experience:

The equivalent of two years of experience in the class of Real Estate Projects Manager or an equivalent class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II
Education:

Possession of a Bachelor’s degree from an accredited college or university in Business or a closely related field

And
Experience:

The equivalent of four years of full-time (or equivalent part-time hours) administrative and technical experience in real property management demonstrating possession of the following knowledge and abilities. Three years of this required experience must have been in a supervisory capacity. (Four (4) years of additional experience may be substituted for the Bachelor’s degree.)

KNOWLEDGE AND SKILLS

• Use computer programs for financial modeling and word processing.
• Communicate effectively orally and in writing on legal, financial and administrative topics.
• Coordinate work projects, develop and maintain harmonious working relationships.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ supplemental questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION
