Maintenance and Construction Worker

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Application Process: A properly completed application and DMV printout  must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application and the required DMV printout will result in disqualification. Applications will only be accepted on-line.

All Candidates must submit evidence from DMV showing the current status of their driving record and proof of having a clean driving record for the previous three (3) years.  Please attach a scanned copy of your DMV printout to your on-line application under the RESUME TAB.  The DMV printout must be dated during the period of November 25, 2019 to December 20, 2019. Please scan all related documents and upload one (1) file with your application and not multiple files.

DESCRIPTION


THE PUBLIC WORKS AGENCY
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
The Alameda County Public Works Agency is currently seeking highly motivated individuals to join our team.
Under direct supervision, to work as a lead person over a small crew of laborers.
Maintenance and Construction Workers are responsible for small crews of Laborers performing a variety of construction projects in the Public Works Agency.

EXAMPLE OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.  
1. Works as a lead person with a crew of Laborers in road and flood control maintenance and construction work and personally performs some of the more difficult work.
2. Instructs Laborers in maintenance techniques and construction methods, the use of tools, welding and fabrication techniques, and safety measures.
3. Maintains time sheets on each member of the crew and records the amount of material used on each job.
4. Performs a variety of special skills that includes welding, fabrication, mechanical work, fence and gate installation and repairs, etc.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of experience in the class of Laborer in the Alameda County classified service.  (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts)

 

Or II

The equivalent of two years of experience in road, bridge or concrete construction or maintenance work.

 

License:

Possess and maintain a valid California Motor Vehicle Class C Driver's License.  Candidates must submit evidence from the DMV showing current status of their license at the time of application and must have a clean driving record for the previous three-year period.

 

Other Requirements:

Positions in this class are required to wear respiratory protection or other safety equipment to comply with OSHA, CAL/OSHA rules and regulations.

 

Working Conditions:

Incumbents are subject to 24-hour call out and must actively participate in the program.

Work outdoors in all weather conditions.

Subject to intense heat.

Work on uneven surfaces.

Subject to loud noises.

Work in confined spaces.

Contact with dust, dirt, poisonous plants, dead and live animals, used syringes and condoms, feces, urine, chemicals, paints, petroleum products, etc.

Work in high traffic areas.

Subject to climbing ladders, working from heights, working in moving water, bending, stooping, lifting heavy objects, crawling through small spaces, working overhead, etc.

 

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE:  The level and scope of the following Knowledge and abilities are related to duties listed under the "Example of Duties" section of this specification.

 

Knowledge of:

  • Methods, materials, tools, and equipment used in the construction and maintenance of road and flood control facilities, concrete structures, culverts and retaining walls, sewers, various types of fencing and gates, and other drainage structures.
  • Basic principles of supervision and leadership.

Ability to:

  • Give and follow instructions both orally and in writing.
  • Respond to emergencies in the field.
  • Basic Math - add, subtract, multiply, and divide.
  • Order and purchase various materials and tools.
  • Make material, equipment and labor estimates.
  • Read simple plans.
  • Do heavy physical labor.
  • Keep simple records.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of candidates' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A performance test  which will be pass/fail. Those candidates who pass the performance test will move on to the next step in the examination process.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
