Introduction

THE EXAMINATION

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Postmarks are not accepted.

DESCRIPTION

THE AGENCY

The Alameda County Social Services Agency (SSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community.  Services are provided through four departments:  Agency Administration, Adult & Aging and Services, Children and Family Services, and Workforce Development Board. The Agency assists approximately 11.3 percent of Alameda County's residents.  Benefits programs contribute over $278 million to the local economy through cash assistance and CalFresh (formerly known as Food Stamps).  Every month, more than 52,000 people receive CalWORKs (assistance for families with children), CalFresh and General Assistance.  Every month health insurance is made available to more than 78,000 people through the Medi-Cal program. More than 11,000 frail, elderly and disabled individuals receive in-home care, adult protection and support managing their affairs monthly and 16,000 seniors will receive services through the Area Agency on Aging throughout the year. 3,700 children are in foster care.  More than 1,600 reports of child abuse or neglect are filed with SSA each month.  Emergency shelter is made available to 415 people nightly.

THE POSITION

Under direction, to intervene, respond to, and evaluate situations involving adult abuse, neglect, or exploitation; to institute corrective action and arrange for social services for clients; and to do related work as required. 

IDEAL CANDIDATE

 In addition to meeting the minimum qualifications stated below, the ideal candidate will have:

 • Knowledge regarding programs and regulations applicable to Adult Protective Services and will remain informed regarding community resources and their appropriate utilization.

• Exceptional communication skills, both written and oral, and the ability to communicate effectively with diverse groups.

• Outstanding analytical skills, with a demonstrated ability to think logically and arrive at sound conclusions.

• The ability to relate well to people from varied backgrounds, show understanding, courtesy, and present oneself in a diplomatic, professional manner.

• Remarkable organizational skills, including the ability to prioritize tasks and accomplish multiple projects simultaneously, take prompt action to achieve objectives as well as identify issues as they arise and address them proactively.

• The ability to work well under pressure; performing calmly and professionally while working under time constraints.


MINIMUM QUALIFICATIONS

Either I
Education:

Possession of Master’s Degree in Social Welfare, Counseling, Psychology, Gerontology or a related behavioral science, from an accredited college or university, which included a supervised field placement providing social casework and counseling services to dependent adults and families.

And

Experience:

The equivalent of one year of full-time experience providing ongoing social casework and/or counseling services to the elderly and/or adults with disabilities.

Or II
Experience:

The equivalent of three years of full-time experience as an Adult Protective Services Worker I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.),

And
Special Requirement:

Recommendation for promotion based on the performance evaluation.

Or III
Education:

Possession of a bachelor’s degree, including 30 semester or 45 quarter units in social/human services, sociology, social welfare, or other behavioral science;


And
Experience:

The equivalent of three years of full-time experience providing ongoing social casework and/or counseling services to the elderly and/or adults with disabilities.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Crisis intervention techniques and principles.
• Principles of sociology and psychology.
• Interviewing techniques.
• Available community resources and their appropriate utilization.
• Relevant Federal, State, and local laws, regulations and codes.

Ability to:

• Quickly and accurately assess situations encountered.
• Exercise sound judgment in determining courses of action.
• Deal effectively with hostile/aggressive clients and others contacted during the course of work.
• Handle multiple tasks simultaneously.
• Communicate clearly and concisely, both orally and in writing.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  • A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the position will move onto the next step in the examination process.
  • Those candidates that possess the minimum requirements will be invited to the final test component which is an oral interview that will be weighted as 100% of the candidate's final examination score.
  • Oral interview will contain situational exercises.

 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
