Introduction

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by January 10, 2020. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

Applications and Supplemental Questionnaires:  A properly completed Supplemental Questionnaire must be submitted with each application. Application and Supplemental Questionnaire must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

DESCRIPTION

THE AGENCY:

The Alameda County Social Services Agency (SSA) is comprised of 2,200 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through four departments: Administration and Finance, Adult and Aging Services, Children and Family Services, and Workforce and Benefits Administration. THE POSITION:

Under direction, to plan, organize and supervise the work of a unit of Eligibility Services Technicians engaged in determining initial and continuing eligibility for one or more public assistance programs; and to perform related work as required.

IDEAL CANDIDATE:

The ideal candidate for the position of Supervising Eligibility Technician will have basic knowledge of and direct work experience in the administering of Benefits Programs, including but not limited to Medi-Cal, CalWORKs, Cal Fresh, General Assistance and Foster Care programs.  The candidate has excellent communication and interpersonal skills and is able to work well with culturally diverse employees and clients.  The candidate has demonstrated leadership skills developed through past work or volunteer experiences.  The candidate is also resourceful, self-motivated and quickly grasps new concepts and is able to effectively disseminate new information to staff and clients.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years full-time experience in the class of Eligibility Services Technician IV in the Alameda County classified service.

Or II

The equivalent of four years full-time and recent (within the last five years) experience in the class of Eligibility Services Technician III or Eligibility Technician III in the Alameda County classified service or in a comparable classification or higher in a County Health and Human Services or Social Services Agency.

NOTE: Completion of one or more management/supervision courses is desired.

License:

Certain positions require possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles of supervision and agency personnel policies.
• Provisions of California Welfare and Institutions Code, the Social Security Act, the Manual of Policies and Procedures, Title IV of the Civil Rights Act of 1964, the Dymally-Alatorre Bilingual Services Act and other pertinent laws and legislation in the field of public social services.
• Functions of public assistance agencies and the principles of income maintenance and public social services.
• Agency mission, goals, core values and objectives.
• Organization and functions of the various departments of the Social Services Agency and Community-Based Organizations.
• Principles and techniques of supervision, including planning, organizing and directing the work of others.
• Modern office practices and procedures, including business correspondence and standard office equipment operation.

Ability to:

• Communicate effectively orally and in writing.
• Analyze and evaluate situation, reach sound decisions and make appropriate recommendations.
• Plan, organize and direct the work of others to ensure quality performance and service.
• Exercise management control.
• Lead, including coaching and team building.
• Promote professional, positive, and collaborative relationships among co-workers.
• Establish and maintain cooperative relationships with staff, co-workers, other department/agencies, community groups and organizations, and the general public.
• Be flexible; act as a change agent.
• Manage a diverse work force; demonstrate appropriate interpersonal skills working with diverse cultural and social economic individuals.
• Demonstrate computer proficiency in an automated work environment.
• Multi-task.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2)  Applicants that meet the minimum qualifications will be invited to take a written examination.  Those candidates that pass the written examination will be invited to next step of the examination.   3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
