Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. 

Application and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Application and Supplemental Questionnaire must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit a complete application by the last day to file will result in disqualification.

DESCRIPTION

THE HEALTH CARE SERVICES AGENCY:

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care Services, Public Health, Environmental Health Services, and Office of the Agency Director. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.

THE POSITION:

Under general direction provides administrative oversight to the following three entities; the Alameda County Developmental Disabilities Council (DDC), the Council's Board of Directors, and the Executive Committee of the Board of Directors related to the planning, development, review and evaluation of services for individuals with intellectual and development disabilities; guides the department and the Health Care Services Agency in integrating a focus on the disability community into its health equity work; provides leadership and advocacy on behalf of disabled individuals; and performs related work as required.

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • An effective communicator with excellent written, verbal and interpersonal skills focused on developing an environment where diverse, multidisciplinary, teams can work together to maximize service delivery;
  • Approachable, collaborative, and capable of instilling trust and developing and maintaining effective professional relationships;
  • An excellent facilitator who is able to organize and facilitate meetings in various settings as dictated by program demands;
  • Politically astute, possessing the ability to exhibit confidence and professional diplomacy while effectively relating to people of all levels internally and externally;
  • Able to train, mentor, understand and create opportunities for staff supervised or overseen;
  • Flexible, adaptable and responsive to feedback, able to take a stand and able to function effectively in an open and transparent public sector environment; and
  • Familiar with the need to develop AFN (Access and Functional Needs) capacities in local and regional emergency response and preparedness systems.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an accredited college or university with major coursework in psychology, social work, sociology, public health or a closely related field.

 AND

Experience:

EITHER I

The equivalent of four years full-time professional level experience in the direct delivery, or oversight of, services to individuals with developmental disabilities, at least one year of which was in program planning or an administrative capacity.

OR II

The equivalent of eight years of full-time professional level experience in the direct delivery or oversight of, services to individuals with developmental disabilities, at least one year of which was in program planning and or an administrative capacity.

Substitution:

Possession of a master's degree form an accredited college or university with major coursework in psychology, social work, sociology, public health or a closely related field may substitute for two years of the required experience in pattern I above.

License:

Possession of a valid California Driver's license is required.

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

  • Modern methods and techniques of social program planning.
  • Principles of organizations and public administration.
  • Research techniques used in studying social problems and programs.
  • Community resources for persons with disabilities.
  • Principles for successful functioning of community-based citizen boards.
  • Federal, State and local legislation and regulations affecting individuals with intellectual and developmental disabilities.
  • Best practices to address the physical and psycho-social needs of persons with intellectual and developmental disabilities.
  • Ten Essential Public Health Services.
  • Principles of the social determinants of health, health equity and social justice.
  • Health systems, agencies, community resources and patterns of referral.
  • Basic principles and practices of supervision and leadership.

Ability to:

  • Facilitate and model effective written and oral communications with attention to linguistic preferences and cultural proficiency.
  • Plan, organize, assign and evaluate the work of others.
  • Plan and organize.
  • Establish measurable objectives.
  • Demonstrate analytical and problem-solving skills.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process;

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

 CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
