THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed, by the last day for filing, the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. THE POSITION

Under direction, Physician IVs plan, organize and supervise a multidisciplinary team including professional, paraprofessional and support staff in a public health or mental health district and may exercise functional and administrative supervision over a program, and perform related work as required.

 

SPECIAL REQUIREMENT

In addition to meeting the minimum qualifications, knowledge, and skills below, this position requires successful completion of a four year residency in Psychiatry.

 

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications below, the ideal candidate will possess the following critical attributes:

  • Experience building and maintaining health care partnerships and developing positive, collaborative rapport with various community-based organizations, contract service providers, county staff, and other local, regional, state and federal public health organizations;
  • Ability to collect and synthesize information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal or judgment;
  • An acute understanding of, and experience with, clinical assessment, diagnosis, treatment, services and delivery in the areas of behavioral health; and plan, organize and direct mental health service
  • Skill as a strong leader who aligns the organization’s vision and values and manages work groups by supervising, instructing, inspiring, advising and delegating professional and technical subordinates, facilitating goal accomplishment and tracking and evaluating performance to ensure success;
  • Demonstrated management acumen – operating effectively within the organization; effectively managing people, resources and risk; 
  • Professional integrity – displaying and promoting high standards of ethical conduct and behaviors consistent with agency and governmental standards;
  • Ability to effectively present and receive information and concepts, in both written and oral formats, as well as the ability to actively listen to ensure understanding;
  • Ability to develop and present educational programs
  • Ability to identify, prioritize and manage resources to foster productivity and deliver solutions; and
  • Ability to use appropriate methods and a flexible interpersonal style to help build a cohesive team; facilitating the completion of team goals.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years in the class of Physician III in the Alameda County classified service.

Or II

The equivalent of three years’ experience equivalent to the level of a Physician III, of which at least one year experience in a lead or supervisory capacity.

License:

Possession of a valid license to practice medicine in the State of California.

Special Requirement:

Successful completion of a four year residency in Psychiatry.

Additional Special Requirements:

1. In compliance with the Administrative Simplification provision of the Health Insurance and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.

2. In compliance with Medicare regulations, employees in this classification are required to complete the "Medicare Enrollment Process for Physicians and Non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. Those candidates selected as best qualified will move on to the next step in the examination process, an oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
