THE DEPARTMENT
The Hayward Area Recreation and Park District, known locally as “H.A.R.D.," is an independent special use district created to provide park and recreation services for over 280,000 residents. Our boundaries encompass a 100 square-mile area, which includes the City of Hayward and the unincorporated communities of Castro Valley, San Lorenzo, Ashland, Cherryland, and Fairview. In 1944, representatives of the City of Hayward, various school districts, and local civic organizations developed a proposal for establishment of the Hayward Area Recreation and Parkway District. When an initiative was placed on the November 7th ballot, the residents voted overwhelmingly for the creation of the District, which was officially formed on December 11, 1944. In 1958, the District changed its name to the Hayward Area Recreation and Park District, and has become the largest recreation district in the State of California. Since its creation, the District has provided residents with many beautiful facilities and parks, many of which have received national and state recognition for their design, innovation and beauty, as well as hundreds of educational and recreational classes and programs.
THE POSITION
Under direction of the General Manager, or other District management to perform professional accounting and budgetary work at a District-wide level with a moderately complex fiscal record-keeping function; to supervise clerical and/or paraprofessional staff; to prepare a variety of complex accounting, statistical, budgetary and narrative reports; to develop and recommend updates to accounting and budgetary systems and equipment as well as procedures; to provide high quality customer service and to perform related work as required.
This single position classification is a professional level accountant exercising detailed subject matter knowledge on Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS).

The most suitably qualified candidates will possess the following competencies:
Knowledge of:
• General and governmental accounting, auditing, and budgeting principles, theory, and procedures.
• Business office practices.
• Computer spreadsheet and word processing applications.
• Computerized accounting systems to track accounting transactions and to generate/retrieve financial reports.
• Principles of personnel management
Ability to:
• Interpret and apply business and governmental laws and regulations.
• Analyze and problem solve.
• Exercise judgment.
• Organize and direct the work of others.
• Establish and maintain cooperative relationships with others.
• Prepare comprehensive, clear and concise accounting and statistical reports.
• Communicate effectively orally and in writing.
• Operate personal computers and output equipment with sufficient speed, agility and manual dexterity as to be able to produce final, error-free copy within prescribed timelines.
• Withstand sustained periods of sitting while intermittently operating keyboards, twisting and reaching to operate other equipment without incapacitating adverse effect.
• Safely lift and transport objects weighing up to forty (40) pounds.
