DESCRIPTION

HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.

PUBLIC HEALTH DEPARTMENT
Alameda County Public Health Department has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns: bioterrorism, crime, violence, and substance abuse. THE POSITION
Supervising Program Specialists plan, supervise, review and evaluate the work of a group of Program Specialists; coordinate and provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community based organizations (CBO's), other contract service providers and/or County staff in a wide variety of service areas; act as County liaisons with service providers and ensure that program regulations and procedures are followed. Successful performance of the work requires both a high level of technical programmatic knowledge in addition to well-developed supervisory skills.

THE VACANCIES
There is currently one immediate project vacancy in the STD Control and Prevention Unit. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas (HIV Care, HIV Prevention and/or STD Control and Prevention).

In addition to meeting the minimum qualifications below, this position requires one year of experience in a sexually transmitted disease (STD) program.

*HIV/AIDS programmatic experience counts as qualifying experience toward fulfilling the STD programmatic experience requirement.

HIV CARE AND HIV PREVENTION UNITS
The HIV Care and HIV Prevention Units together coordinate the delivery of HIV care and prevention services in Alameda County. Core programs include administration of local, state and federal funds for HIV services, procurement of services from community based organizations and clinics, and contract monitoring. Additional programs include educational outreach, HIV linkage to care, quality assurance for HIV services, and policy development. The HIV Care and HIV Prevention Units partner with community members, community-based organizations, and other stakeholders to achieve local HIV public health goals. As components of the HIV STD Section, the Units also work closely with the STD Control and Prevention Unit, the HIV Epidemiology and Surveillance Unit, and other County programs.

STD CONTROL AND PREVENTION UNIT
The STD Control and Prevention Unit works to increase individual, community, and health care provider awareness of the prevalence and impact of sexually transmitted diseases (STDs) in the County. The Unit strives to reduce the STD burden among Alameda County residents at greatest risk by providing case surveillance and follow-up, prevention education and community awareness services, and technical assistance training for providers. The Unit works closely with other programs within the HIV STD Section, and across Alameda County.

THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications, the ideal candidate will possess a high level of technical programmatic knowledge and experience with HIV or STD care and service delivery, community planning bodies, community-based organizations, and government-funded programs, including management of government grants. Additionally, the ideal candidate will be comfortable working with people from a wide range of races/ethnicities, socioeconomic backgrounds, gender and sexual identities, and life experiences.

Critical attributes to the success of the Supervising Program Specialist (STD Option) position include:

  • Demonstrated ability to influence others when appropriate; uses persuasion to gain the support and cooperation of stakeholders, superiors, colleagues, subordinates, and other parties to achieve a desired course of action consistent with the organization’s strategic goals and objectives.
  • Strong ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods to gathering and analyzing information, make decisions and exercise good judgment based on available data, design solutions to problems, and formulate and articulate action plans.
  • Consistently maintains effectiveness even when experiencing changes in work responsibilities, priorities and deadlines and takes prompt action to accomplish objectives; champions policy/practice changes instituted by upper management as well as a willingness to identify issues and address them proactively and collaboratively.
  • Exceptional organizational skills, including the ability to independently prioritize tasks and not only work on multiple projects simultaneously, but also be able to provide status updates on projects at a moment’s notice.
  • Strong leadership skills in successful team-building which includes developing direction and structure for subordinates to facilitate accomplishment of identified goals.

MINIMUM QUALIFICATIONS

Education:

The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, social science or a field related to the program area to which assigned.

(Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.)

AND
Experience:

The equivalent to two years of full-time professional level work with independently planning and evaluating client service delivery programs at a level equivalent to or higher than Program Specialist or Program/Financial Specialist in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

• Establish and maintain effective working relationships with those contacted in the course of the work.

Licenses:

Specified positions may require possession of a valid California driver's license. Specified positions may also require licensure or certification in the programmatic area to which assigned.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
