Human Resource Validation Processor

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.   Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.  

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification.

The Position:

The Human Resource Validation Processor positions are located in the Human Resource Services Department. Incumbents in this class have countywide responsibility for complex, technical review, and validation of workforce, salary administration, personnel and payroll transactions within Alameda County's rules and regulations. Under general supervision perform complex and technical work requiring the exercise of considerable initiative and judgment. The technical aspects require specialized knowledge of Civil Service Rules, Salary Ordinance, Memorandum of Understanding, processing payroll and personnel related transactions; and other related duties as required.

 

The Ideal Candidate:
In addition to meeting the minimum qualifications stated below, the ideal candidate will possess a sound understanding of Human Resources concepts applicable to the County, additionally successful candidates will possess the following competencies:

 

  • Exceptional oral and written communication skills;
  • Possess public sector experience with sound technical understanding of various rules and regulations related to Human Resource transactions such as Civil Service Rules, and the County Salary Ordinance;
  • Strong case management skills and the ability to be detailed oriented in the review of various transactions;
  • Be politically savvy and astute while identifying, navigating and successfully interacting within the dynamics of an organization which requires the maintenance of confidentiality;  
  • Possess strong collaboration skill and be a consensus builder, adept in identifying opportunities and taking action to build strategic relationships to help achieve department goals and efficiency;  
  • A practiced problem solver with good judgment capable of thinking logically, taking initiative and reacting calmly under pressure in order to arrive at sound conclusions, make well-supported decisions and take appropriate action; 
  • A strong coordinator with exceptional organizational skills and a demonstrated ability to plan and organize work for self in order to ensure that work is completed efficiently and in a timely manner; 
  •  Experience working with Integrated Management Systems such as PeopleSoft 9.0 and Workday;  and 
  • The ability to understand and interpret complex Alameda County policies, procedures, and practices.

 

MINIMUM QUALIFICATIONS

Either I -

The equivalent of two years full-time experience in the class of Human Resources Assistant II or Payroll Records Clerk or one year as a Specialist Clerk II assigned to processing complex Human Resource personnel and payroll transactions in the HRMS system on a daily basis in the Alameda County classified services. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Completion of the Alameda County Management Academy "Management & Supervision Certificate Program" may substitute for six (6) months of the required qualifying experience.

Or II -

The equivalent of five years full-time clerical experience working in a Human Resources Department which includes the processing of salary administration, personnel, and payroll and benefits transactions in a private or public organization. (Completion of 60 semester or 90 quarter units in Business Administration from an accredited college or university may be substituted for two of the required years of experience.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

The most suitably qualified candidates will possess the following competencies:

• Current trends in human resources policies, procedures, and practices.
• Operation of office machines and equipment, including personal computers and Human Resource Information Systems.

• Research resource documents to respond to questions.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;

2) A review of candidates’ Supplemental Questionnaires to select the best-qualified applicants to continue in the process;

3) An oral interview will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
