Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Application and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. DESCRIPTION

THE AGENCY
Alameda County's General Services Agency delivers a host of support services to County departments and agencies. These services fall into several major categories: Technical — architectural, engineering, energy and hazardous materials management; Building Maintenance — building maintenance and repairs, janitorial services and minor remodeling and alterations; Construction — new facilities and major remodeling; Procurement — purchasing and contract administration; Fleet Services; Early Care and Education Planning; Human Resources, Payroll, Information Systems and Parking Administration.

THE POSITION
Under general direction, to supervise and provide project management, liaison, inspection and contract administration for the design, construction and modification of County buildings and structures. Serves as the primary point of contact for special project requests with County departments, contractors, and stakeholders; review the work of GSA Project Managers; and to perform related work as required.

IDEAL CANDIDATE
The ideal candidate will have the following attributes:

• Proven background, technical knowledge and experience in senior level project management for the design, construction and modification of County buildings and structures.
• Ability to develop and manage project budgets of significant complexity and which may have multiple funding sources; expertise in developing and managing project budget.
• Ability to manage and lead multiple and diverse stakeholders, and resolve potentially conflicting interests to a common goal.
• Possesses the skills necessary for navigating and facilitating agreement within the dynamics of various stakeholders while maintaining sensitivity to competing needs.
• Demonstrates personal organization and time management skills adequate for control of multiple tasks and conflicting demands of stakeholders and team members.
• Demonstrates sensitivity to the nuances of executing projects in the public sector, including relevant County policies, process, procedures and management reporting relationships.
• Strong project management skills including the ability to develop and manage a team of multiple stakeholders for multiple projects, including consultants and other County and agency representatives, and the ability to develop and manage multi-year project schedules that include a diverse range of activities.

 

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree from an accredited college or university in Construction Management, Engineering (Civil, Structural, Mechanical or Electrical), Architecture, or a closely related field. A Master’s degree in the fields noted may substitute for one year of experience. Additional experience as described below may be substituted for the Bachelor’s degree on a year for year basis. Certification in the field or a professional license is desirable.

AND EITHER I

Experience:

The equivalent of two years’ full-time experience in the class of GSA Project Manager or in an equivalent or higher-level class in the Alameda County classified service that included construction project management, contract administration, and budget control. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Experience:

The equivalent of six years’ full-time, progressively responsible experience in project management in the areas of construction management, design management, architecture or related fields. Experience must have included program responsibility, preparation of cost estimates, contract compliance.

License:

Possession of a valid California Motor Vehicle Operator's license.

Special Requirement:

Must be able to travel to locations throughout the County.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

· Federal, state and local codes, statutes, and regulations pertaining to public building projects.
· Federal, state and local codes, statutes, and regulations pertaining to contract and labor compliance.
· Principles and practices of public and personnel administration.
· Principles and practices of project management and evaluation.
· Principles and practices of supervision and training.
· Cost estimating and cost control techniques.
· Budget preparation.
· Government purchasing and bidding policies, practices and procedures.
· Professional services contracting.
· Computer technology, including project management systems and software.

Ability to:

· Plan, organize, supervise and evaluate the work of professional and para-professional staff.
· Develop and implement a variety of projects to meet County goals and objectives.
· Establish and maintain effective working relationships with a diverse group of people.
· Communicate effectively in writing.
· Orally communicate in an effective manner.
· Prepare and deliver effective presentations to governing boards, the public and a variety of audiences.
· Plan and organize.
· Analyze and solve problems.
· Manage the work of project consultants and staff working on a project.
· Adapt to changing priorities.

*The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification.

Selection Plan

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process;

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
