Landscape and Grounds Supervisor

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day of Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

 

THE AGENCY

Alameda County General Services Agency (GSA) provides a host of diverse logistical support services to County agencies and departments. These support services are provided through the successful coordination and collaboration of various departments and divisions within GSA. The Agency has an annual budget of $154.7 million and approximately 420 employees working in one of the main departments/divisions listed below:

THE POSITION

Under direction, to manage and direct the County’s Grounds maintenance services; provide specialized consultation on grounds maintenance and Integrated Pest Management (IPM); responsible for sustainable landscaping, hardscaping, and gardening designs and practices; ensures compliance with Federal, State, and local laws and regulations; and, to do related work as required.

 

 The ideal candidate for the position of Landscape and Grounds Supervisor will have experience with:

 

·       Planning , organizing, and coordinating landscape work projects and maintenance

·       Supervising and training gardeners and staff

·       Dealing with challenging customers and other personnel

·       Educating clients

·       Integrated Pest Management (IPM) and Storm Water Pollution Prevention Programs (SWPPP)

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of three years of experience in the class of Gardener II in the Alameda County classified service.

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

Or II

Education:

Possession of a Bachelor's degree from an accredited college or university.

AND

Experience:

The equivalent of four years of increasingly responsible experience in grounds maintenance, including 2 years of administrative and supervisory duties. (Additional supervisory experience may be substituted for the degree on a year-for-year basis.)

Certification:
Possession of a Qualified Applicator Certificate.

License:
Possession of a valid California Motor Vehicle Operator's license

Special Requirements:

Must be able to obtain and maintain security clearance from Alameda County Sheriff’s Office.

Must be willing to work outdoors in all weather conditions.

KNOWLEDGE AND SKILLS

The most suitably qualified candidate will possess the following competencies:

• Modern sustainable gardening technique.
• General landscaping and design for minimum use of water and chemicals.
• Soil preparation including mulching and composting.
• Plants, shrubs, trees native to, or normally grown in Bay Area, including companion plantings.
• Use of insecticides and fungicides.
• Techniques to minimize plant disease and insect pests.
• Proper care of gardening tools and equipment.
• Integrated Pest Management (IPM) and chemical use tracking.
• Principles, practices, and application of stormwater, sediment, and erosion control and mitigation.
• Occupational Safety Health Administration (OSHA) regulations, hazards and standard safety practices, and pertinent Federal, State, and local laws, codes, and regulations.
• Safety procedures and industry best safety practices.
• Industry best practices including sustainable and environmentally friendly techniques.
• Irrigation techniques including drip, electronic and computerized controls, pop-ups, installation and repairs.
• Computer software, i.e., Microsoft Word, Excel, and Outlook.

Ability to:

• Plan and organize.
• Lead and delegate.
• Problem solve and make sound decisions.
• Maintain effective working relationships with employees, customers, contractors, and the public.
• Research, analyze, forecast and make recommendations.
• Communicate effectively orally and in writing.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1.  A review of the candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;
2.  A review of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process;
3.  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
