Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application.  Failure to submit the Supplemental Questionnaire will result in disqualification.

Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.

DESCRIPTION

THE DEPARTMENT:

The Alameda County Probation Department is an essential element of the County’s system of public protection and human services. The Department’s role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter.

THE POSITION:

Under the general direction of the Chief Probation Officer or her designee, this position is responsible for coordinating department-wide policy development and practice; legislative analysis; supporting the department’s strategic planning efforts; leading the development of complex departmental initiatives and programs; directing and coordinating the activities of the Policy Development and Standards Compliance Unit; and, performing related duties as required.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university (180 quarter or 120 semester units) in Social Welfare, Planning, Public Administration, Public Policy, Criminal Justice, or a closely related field.

And

Experience:

The equivalent of three years of full-time, professional level experience in policy analysis and creation, and/or program administration, within a probation or parole setting, two years of which must have included supervision. (Note: The combination of training and experience must clearly demonstrate possession of the required knowledge and abilities.)

Substitution:

Possession of a master’s degree or above may be substituted for one year of the required experience.

License: A valid California Motor Vehicle license is required.

Special Requirements:
• Meet the minimum requirements for Peace Officer (Section 1031 Government Code), which includes being a U.S. citizen or having applied for citizenship one year prior to submission of application for employment.
• Successfully pass a peace officer background investigation, psychological, and medical examination.
• Possession of a valid California Motor Vehicle Operator's license and a good driving record according to the California Department of Motor Vehicles negligent operator guidelines and qualification for automotive insurance.
• Any felony conviction is disqualifying.
• As a condition of employment use, maintain, carry and qualify with approved department firearms.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Research, analytical and data collection techniques.
• Principles and practices of project management, criminal justice, and evidence-based practices related to community corrections.
• Principles and practices of management, supervision, and training.
• Probation department structures and entities (i.e. adult, juvenile, facilities, etc.)

Ability to:

• Review and analyze a variety of technical review comments on projects and policies and recommend appropriate action.
• Establish, balance and adjust priorities.
• Promote a customer-oriented approach toward meeting the needs of the community, our clientele, stakeholders, and the Probation Department.
• Prepare and present clear and concise oral and written communications.
• Prepare a variety of narrative documents including policy statements, management reports and correspondence.
• Speak effectively before, and facilitate, small and large groups.
• Establish standards and evaluate performance.
• Establish and maintain effective working relationships with federal, state, and local government, other County personnel, and the public.
• Resolve operational and procedural problems and conflicts.
• Respond effectively to a variety of changing situations.
• Effectively utilize a firearm.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the candidates’ application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates’ final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.

*If designated as a combined oral examination/hiring interview, in addition to establishing an eligibility list, the oral interviews may serve as the final selection interview for vacancies in this classification.
