PUBLIC HEALTH DEPARTMENT
The Alameda County Public Health Department is committed to improving the health and safety of County residents and the neighborhoods in which they live. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns like bioterrorism, crime, violence, and substance abuse. THE POSITION
Under the general administrative direction of the Director of the Health Care Services Agency, the position provides overall administrative direction, planning and organization of the programs and operations of the Public Health Department of the Health Care Services Agency; develops and directs the service delivery of State-mandated public health and community programs; monitors and evaluates County-operated and contract community-based services to ensure compliance with legislative mandates, minimum standards as well as State and Federal rules and regulations; provides staff services and mandated citizens health advisory councils; represents the department to the Board of Supervisors, legislative authorities, public and private agencies, organizations or councils; coordinates and collaborates with other Health Care and County departments on related issues; provides supervision and direction to departmental staff.

DISTINGUISHING FEATURES
This is a single position class that reports to the Director of Health Care Services Agency. The incumbent is responsible for providing public health services and enforcing health laws for a population of over one million. The position requires broad experience in health care administration and has overall responsibility for all operations in the Public Health Department, which include the development of priorities, goals and objectives and the coordination of the planning and implementation functions of the major service divisions.

  • Sound decision maker with the ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods of gathering and analyzing information and exercise good judgment based on available data, design solutions to problems, formulate and articulate action plans proactively and collaboratively.
  • Experience integrating diversity initiatives and social determinants of health into service delivery as well as building and maintaining constructive relationships that result in work teams that better serve diverse community needs.
  • Demonstrable record of the integration of evidenced based practice into the public health system, Public Health program components and service systems.

MINIMUM QUALIFICATIONS

Education:

Possession of a master’s degree from an accredited university in Medical Care Administration, Public Health Administration, Social Welfare, Psychology, or appropriate behavioral science from an accredited school.

And

Experience:

The equivalent of five years of increasingly responsible experience in either health care administration, or management of a medical care, mental health or public health program, including community organization, program planning and evaluation, budget, fiscal, personnel and statistical management, two years of which must have been at the director or chief coordinator level.

License:

Possession of a valid California Motor Vehicle Operator’s license.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
