DESCRIPTION
Under the general supervision of the Division Chief/Fire Marshal and/or a Deputy Fire Marshal, performs routine on-site inspections of new and existing facilities for compliance with approved plans and specifications; and performs related duties as required.


DISTINGUISHING FEATURES

Fire Code Compliance Officer is a non-safety classification in the Fire Prevention Bureau. This class is distinguished from the Fire Inspector class in that the latter also performs fire investigations, plan checks, and participates in emergency callbacks, emergency responses, and standby time.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Schedules and performs on-site inspections of new and existing residential, commercial, and industrial facilities for compliance with applicable codes and ordinances.

2. Schedules and performs on-site inspections of fire protection systems including: automatic fire sprinklers; private service fire mains; fire alarms; fixed fire protection.

3. Investigates complaints and reported nuisances and takes corrective actions including: the issuance of correction orders when unsafe conditions or practices are discovered; conducts re-inspection to assure compliance.

4. Prepares reports, standard forms, and correspondence in association with duties.

5. Performs follow-up inspections on correction notices and letters pertaining to initial inspections.

6. Issues citations for code violations with concurrence of superiors.

7. May assist in training shift personnel in conducting various fire inspections.

8. May conduct presentations and provide general fire safety information to the public.


MINIMUM QUALIFICATIONS
Experience

The equivalent of two years full time experience in fire prevention in a field inspection agency or a fire department.

Completion of the following courses may substitute for one year of full time experience:

The Fire Inspection 1 Series:
• Fire Inspector 1A
• Fire Inspector 1B
• Fire Inspector 1C
• Fire Inspector 1D

License

Possession of a valid California Class C Driver’s license.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles, practices and techniques of fire prevention.
• Laws, codes, ordinances and regulations governing the Fire Prevention Bureau.
• Practices, procedures and equipment used in fire suppression.
• Legal processes involved in preparing cases and prosecuting violators of fire laws.
• Business English including spelling, grammar, vocabulary and report writing standards.

Ability to:

• Perform detailed inspections, analyze findings and prepare clear and concise reports and recommendations.
• Communicate effectively both in writing and orally.
• Deal tactfully and effectively with the public and/or problems involving several variables in standardized situations.
• Read and understand fire extinguishing system plans and calculations.
• Recognize potential fire hazards.
• Keep detailed records.
• Establish and maintain good public relations, as well as with co-workers and employees of other agencies.
• Adapt to stressful situations.
• Work without direct supervision.
