DESCRIPTION
Under general direction, to supervise, coordinate and review the operation and maintenance of an assigned water treatment plant and/or well field and distribution system equipment and facilities; and to perform related work as required.

DISTINGUISHING FEATURES

Incumbents of this classification have 24-hour responsibility for administrative and technical operations of assigned water treatment and/or distribution system facilities. This class is distinguished from the Operations Manager, which is a management classification with broader authority and responsibility for all operations of the distribution system and all water facilities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, assigns, supervises and reviews the work of subordinates engaged in the operations of a water treatment facility and/or distribution system.

2. Establishes, revises and ensures compliance with operating procedures; supervises operating adjustments to meet performance standards, changing conditions and emergencies.

3. Coordinates facility operations with other Zone 7 facilities and departments, regulatory agencies, water customers, contractors, and related organizations, to ensure safe, efficient and continuous operations, compliance with water quality requirements, and adherence to policies and regulations.

4. Monitors operations and performs the most difficult or complex tasks; analyzes conditions and equipment and resolves technical problems; responds to calls during equipment failure and/or extraordinary operation conditions.

5. Reviews reports of and inspects malfunctioning equipment and arranges for repairs; identifies facility or equipment deficiencies and/or hazards and recommends improvements.

6. Inventories and requisitions needed supplies, materials and equipment.

7. Interviews and recommends selection of job applicants, appraises employee performance, conducts informal counseling on work issues and prepares documentation related to personnel issues.

8. Provides initial and ongoing training and instruction to assigned personnel; ensures that working conditions are safe and employees are trained in safe work practices and procedures.

9. Maintains records and prepares a variety of periodic and special reports and correspondence; may gather and report data for special studies.

10. Performs the duties of a Water Treatment Plant Operator as needed.

11. Responds to contacts with the public, answering questions and addressing concerns; conducts plant tours.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year of full-time experience in the class of Water Plant Operator III, Zone 7, in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of two years’ full-time experience as an operator in a water treatment plant.

License:

Possession of a valid California Driver’s License.
Possession of a valid Grade IV or higher Water Treatment Plant Operator's certificate issued by the State of California, Department of Public Health.
Possession of a valid Grade D3 Water Distribution Operator’s certificate issued by the State of California, Department of Public Health.
Must obtain a valid Grade D4 Water Distribution Operator’s certificate issued by the State of California, Department of Public Health within 3 years of appointment to the classification.
Some positions may require a California Commercial Driver License, Class C, with Hazardous Materials endorsement.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles and practices of supervision, including work planning, direction, training and personnel practices.
• Water treatment and distribution principles, practices, methods, tools and equipment.
• Applicable laws, regulations, codes, and policies.
• Operation, basic maintenance and cleaning of water treatment plant and distribution system equipment and facilities, including centrifugal pumps, electrical motors, and piping and control systems.
• Mechanical, electrical and hydraulic principles.
• Safety rules, regulations and work practices, particularly in reference to hazardous chemicals. • Standards chemical and physical tests of water.
• Basic arithmetical calculations.

Ability to:

• Plan, assign, supervise, review, train and evaluate the work of operations staff.
• Direct and perform treatment plant and distribution system operations and maintenance activities.
• Analyze operational problems, exercise sound judgment, and develop and implement effective solutions during unusual, inefficient, dangerous or emergency operating conditions.
• Perform standard water quality tests.
• Read, interpret and record data from charts, gauges and meters.
• Prepare clear and complete records, reports and correspondence.
• Make basic arithmetical calculations quickly and accurately.
• Use a computer keyboard to retrieve, enter and edit information.
• Establish and maintain effective working relationships with those contacted in the course of work.

Other Requirements:

Requires willingness and ability to:
• Work outdoors in a variety of weather conditions.
• Respond to evening, weekend and holiday calls for assistance.
• Work with and around hazardous chemicals.
• Wear respiratory protection equipment.
Requires sufficient physical strength and agility to perform equipment operation, inspection and maintenance tasks and to unload, store and transfer supplies and equipment.
