DESCRIPTION

Under general direction, plans, organizes, directs and reviews water resources programs related to groundwater management and oversees the Groundwater Section of the Integrated Water Resources division; supports operations and maintenance and water supply planning through hydro-geologic research, investigation and analysis of the groundwater basin, including surface water and climatological gauges and telemetry; and the construction and operation of production wells.  Monitors regulatory changes and legislative developments impacting groundwater management; coordinates groundwater protection program activities with regulatory agencies such as the Regional Water Quality Control Board (RWQCB), the California State Department of Water Resources (DWR) and other sections and outside agencies; supervises professional, technical and support staff; and performs other related work as required.    

DISTINGUISHING FEATURES  

This is a single-position classification responsible for directing the management and protection of groundwater resources within the Zone 7 Water Agency.  The position reports to the Manager of Integrated Water Resources, Zone 7 and is distinguished from the latter who has overall responsibility for both the groundwater resources and the integrated planning sections. This position is further distinguished from the Principal Engineer/Geologist, Zone 7 in that this position focuses on groundwater resource management and the latter manages the work of an engineering or planning section.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, controls, integrates and evaluates the work of assigned departments, divisions and/or section to ensure operations and services comply with the policies and strategic direction set by the Board of Directors, General Manager, and all applicable laws and regulations.
  2. Develops, implements and monitors short and long-term plans, goals and objectives focused on achieving the Agency's mission, Strategic Plan as set by the Board of Directors and the General Manager.
  3. Interprets Agency ordinances, policies, and applicable laws and regulations to ensure compliance within assigned areas of accountability.
  4. Supervises and evaluates staff assigned to the Groundwater Section; assigns and reviews work; prepares performance evaluations; and promotes employee development.
  5. Oversees and evaluates the work of staff, and provides recommendations to management and the Board of Directors, for major groundwater programs related to the following, among others, as assigned:  Sustainable Groundwater Management Act (SGMA); Well Ordinance program; Replenishment Assessment Act; Toxic Site Surveillance; Aquifer Reclamation and Salt/Nutrient Management; Onsite Wastewater Treatment Systems (OWTS) program.
  6. Plans and manages section budget, including costs related to staffing, materials, services and equipment needs; monitors ongoing expenditures and approves purchase requisitions; provides administrative oversight to the implementation of the approved budget.
  7. Keeps abreast of relevant regulations and guidelines proposed by RWQCB, DWR and/or other enforcement entities; advises Agency management and Board of Directors on impacts to the Agency and recommends appropriate actions to ensure efficiency, effectiveness and compliance.
  8. Coordinates activities with other internal and external agencies and departments; represents the Agency at meetings or public contacts.
  9. Prepares and/or reviews a variety of complex technical and administrative staff reports and correspondences including reports and presentations, specifically to the Agency’s Board of Directors.
  10. Oversee the analysis of hydro-geologic data compiled from soil and/or groundwater sample tests; provides technical assistance and consultation to other planning, scientific and engineering staff relative to the hydro-geologic aspects of groundwater monitoring and protection activities.  
  11. Performs other related work as required.

MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of three (3) years of full-time experience in the classification of Associate Civil Engineer/Professional Geologist, Zone 7, or equivalent or higher classification in the Alameda County classified service.

OR II  

Education:  

Possession of a bachelor’s degree from an accredited college or university in water resources management; geology; hydrology; civil, chemical or environmental engineering; or a closely related field.  

AND

Experience:  

The equivalent of five (5) years of full-time professional-level experience in managing groundwater resources and related programs with geologic, hydrogeologic chemical, civil or environmental engineering experience for an organization, with at least two (2) years of experience having been in a supervisory capacity.  

License:  

Possession of a valid California Driver’s License.  

Special Requirements:  

Must be willing and able to work in areas where there is exposure to chemical, mechanical and electrical hazards, and outdoors in all weather conditions.  May be required to respond to off-hour emergencies.

  • Principles and practices of groundwater management, resources, programs and planning.

  • Groundwater contamination investigation and remediation methods.

  • Effective budgetary administration, management and control.
  • Hydro-geologic methods and techniques; including water quality data analysis.
  • Water resources related programs, such as Well Ordinance Programs and the Sustainable Groundwater Management Act.

  • Aquifer processes and replenishment and general groundwater basin management.
