DESCRIPTION

Under the general direction, plans, directs, coordinates, and supervises the work of a Library or Library Service within the County Library; trains, supervises, and evaluates staff assigned to work within the Library or Library Service; develops and implements Library policies, procedures and service delivery programs; and performs related duties as required.

 


DISTINGUISHING FEATURES


The Library Manager III is the advanced journey level in the professional Library Manager series.  This class is distinguished from the Library Manager II in that the Library Manager III oversees a Library or Library Service requiring multiple subordinate supervisors.  This class is distinguished from the Library Division Director in that the Library Library Manager III oversees up to four subordinates supervisors and/or managers within a Library or Library Service.


EXAMPLES OF DUTIES

 

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.


1.  Plans and directs day-to-day operation of a Library(ies) or Library Service(s) within the County Library; selects and evaluates staff; develops, interprets, and applies library policies and procedures.

2.  Under direction of a Library Division Director, initiates and maintains contact with members of the community, including City Councils and City Officials, library support groups, service organizations and agencies.  As delegated by the County Librarian, has primary responsibility for working with representative citizen commissions and committees in their assigned communities.  Arranges visits for members of the community to the library, speaks to organizations about library services; prepares publicity on library activities; promotes the use of the library within the community as well as establishing library services and programs at partner locations within the communities served.

3.  Assesses needs for staffing, materials, resources, furnishings and equipment; submits budget requests to meet public and/or support services objectives and manages budgeted expenditures.  Pursues and prepares grant applications.

4.  In cooperation with library service coordinators, orients and trains staff and oversees their performance; plans and evaluates projects and initiatives in support of strategic objectives.

5.  Manages a library service or services which may include responsibility for public services and/or support services assignments; develops training programs for the staff and/or public; may serve as a project manager in the development of new services or the evaluation of existing services.

 


MINIMUM QUALIFICATIONS
Education:

Possession of a master's degree in Library and Information Science awarded by an American Library Association accredited college or university.

AND

Experience:

Either I

The equivalent of two (2) years full-time experience as a Library Manager I or Librarian IV in the Alameda County classified service.

Or II

The equivalent of one (1) year full-time experience as a Library Manager II in the Alameda County classified service.

Or III

The equivalent of four (4) years full-time professional level library experience; two (2) years of which must have included full-time supervisory and management responsibility in a library.


NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

  • Principles and practices of librarianship, including adult reference service, children's services, cataloging, library technology and automation, and bibliographic entry.

  • Books, periodicals, and audiovisual formats in general use.

  • Printed and automated information resources. 
  • Library business methods, practices, and procedures.
