DESCRIPTION
Under general supervision, to provide a wide variety of tasks associated with technical and paraprofessional financial services in the management of bond programs; federal and state grants; real estate loan portfolios; public improvement assessment and redevelopment districts; cost allocations; budget appropriations to agencies; assistance in program audits and to do related work as required.

DISTINGUISHING FEATURES

Bonds and Finance Technician I/II/III is a flexibly staffed class series located in the Bonds/Finance Department of the Community Development Agency.


Bonds and Finance Technician III is the super journey level classification in this series. Under general supervision, incumbents in this class are expected to independently perform duties on the most difficult and complex real estate loan portfolios, public improvement assessment districts, redevelopment districts, federal/state grants, cost allocations and assist in program duties.

Positions in this class differ from the class of Accounting Specialist in that the latter performs difficult and complex accounting clerical work in connection with the maintenance of financial records and the preparation of financial reports.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Prepares real estate loan payoff quotes in conformance with loan terms and conditions; initiates actions to ensure collections; verifies and records collections; customer contact; adjusts receivables; prepares loan documents for reconveyances, assumptions, subordinations, reductions, conversions; liaison with title/escrow companies; and insures recording of real estate liens and releases of liens.

2. Monitors hazard and other insurances on all real estate liens to ensure program’s compliance; follows up lapsed insurance and enforces coverage. Reviews and monitors loan regulatory agreement and recommends fiscal penalties or other actions if a loan is in default.

3. Obtains and verifies information for the preparation of documents for drawdown of funds from various federal and state grants. Prepares and submits quarterly financial status reports to federal and state agencies. Administers letters of credit on federal and contractual obligations on state-funded grants.

4. Assists in the technical and paraprofessional work related to the management of assessment districts and redevelopment districts including bond calls, payoff quotes, debt service, follow up on delinquent assessments, compliance with bond requirements, and state laws,

5. Reviews and adjusts housing construction and hazard reduction loans and grants disbursement ledgers for accuracy, contract and program compliance; processes project payments; reconciles project funding with finance records and schedules; records project payments; prepares project financial reports for program and financial audits.

6. Reviews professional services and subgrantee contracts for encumbrances and budget tracking; processes payment to contractors and subgrantees (including non-profits); and approves payments and records transactions.

7. Monitors program budget appropriations and revenues. Reviews County fiscal records for accuracy. Monitors accountability of general fund, special assessment districts, redevelopment districts and trust funds.

8. Obtains program information and prepares periodic invoices to contract cities and federal/state funding agencies. Records program receivables. Monitors receipt and deposits payments. Reports discrepancies. Prepares a variety of financial reports and correspondences on computer.

9. Maintains an audit trail of all program fiscal transactions for program audits in conformance with funding requirements.

10. Assists in the preparation of program budget reports, annual performance reports, Statement of Indebtedness and State Controller’s reports, city/county agreements, Board letter appropriations and encumbrances, internal audits and controls.

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of one year of full-time experience as a Bonds and Finance Technician I or equivalent or higher level classification with Alameda County.

Or II
Education:

Completion of 60 college semester or 90 quarter units in finance, economics, business or public administration, accounting or real estate principles and practices.

AND

The equivalent of two years of full-time technical level and paraprofessional-level experience in the administrative support of Bond Programs, Assessment Districts, Redevelopment Districts, Loan Portfolio Management, grant monitoring or budget monitoring and processing.

(Additional related working experience may be substituted for the education on a year-for-year basis.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
