DESCRIPTION

Mapping Technicians perform a variety of detailed mapping and drafting work; interpret and delineate property ownership; establish and maintain detailed and inter-related mapping systems; interpret and coordinate technical research data; and perform related work as required.

DISTINGUISHING FEATURES

The Mapping Technician classes are found only in the Office of the Assessor.

Mapping Technician I is the trainee or entry-level technician. Under supervision, positions in this class perform a variety of routine technical mapping duties, including filing, interpreting and defining maps and recorded legal documents. They also perform a variety of non-technical functions, such as providing the public with information from recorded maps and records, maintaining files and operating map duplication machines.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans and produces manually-drafted assessment maps.

2. Plans and produces computer-generated assessment maps.

3. Reviews and analyzes maps and legal documents for compliance with local codes and ordinances.

4. Plots and integrates into the Assessor’s mapping systems and County’s enterprise geographic information system (EGIS) parcel layer right-of-way information obtained from various public agencies, including State Division of Highways (Caltrans), Cities, Alameda County, BART and public utility companies.

5. Interprets ownership boundaries from Rancho, Township, Record of Survey, Sub-Division, State Highway, and utility Property Maps and from recorded metes and bounds descriptions and private surveys. Reviews impact upon existing map records, prepares layout design, computes acreage, identifies parcel description changes, prepares work order for maintaining a historical record of change. Establishes new parcel identification in accordance with mapping standards.

6. Prepares and maintains special use maps for California Land Conservation Act properties and Mineral Rights properties.

7. Updates and maintains the County’s EGIS parcel layer and associated tables.

8. Reviews district boundary changes for adequacy and impact upon the Assessor’s parcel identification system and makes appropriate reports for the Local Agency Formation Commission or the initiating Agency.

9. Performs calculations and prepares final maps or updates existing maps using standard drafting instruments or computer graphic terminals.

10. Prepares legal descriptions for tax deeded properties for recordation.

11. Converts manual-drafted assessment maps to computer-generated maps.

12. Processes requests for cancellation of taxes received by the County.

13. Assists the public and governmental agencies regarding parcel and boundary inquiries.


MINIMUM QUALIFICATIONS

Either I

Successful completion of courses in algebra, trigonometry, drafting, and map drawing,

Or II


The equivalent of six months of full-time mapping experience in a mapping or drafting position. Experience with computer-assisted drafting (CAD) or geographic information systems (GIS) is desirable.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

Knowledge of:

• Modern office practices and procedures including the use of computer hardware, software and related equipment.
• Mathematics, including trigonometry.
• Basic sub-professional engineering drafting materials, techniques and instruments.

• Prepare complete and comprehensive written reports involving the analysis of rules and regulations.
• Interpret plans and documents.
• Prepare neat and accurate mapping work.
• Read and interpret legal descriptions.
• Read and understand maps and property descriptions, surveys and tract descriptions.
• Reproduce and maintain maps.
• Communicate effectively and coordinate the work of others.
• Utilize geographic information systems (GIS).
