DESCRIPTION

Under general direction, to plan, direct and manage the activities of one or a combination of the major functions of the Information Technology Department (ITD).  The Senior Technical Services Director is responsible for overseeing the successful delivery of all services under their assigned section(s) from kickoff to closeout, including determining scope details and monitoring the progress to ensure it conforms to customer expectations and contractual agreements. Incumbents are also responsible for the supervision and performance evaluation of staff; coordination of subordinate activities with other senior managers in the department, ensuring the consistency of goals, policies, technical and administrative procedures and management direction; and performs other related work as required.

DISTINGUISHING FEATURES  

Positions in the classification of Senior Technical Services Director have full responsibility for the activities and projects of assigned sections. General direction is received from the Chief Information Officer (CIO), Chief Technology Officer (CTO), or Assistant Chief Information Officer (Assistant CIO). Positions in the classification of Senior Technical Services Director differ from those in the middle management classes in that the Senior Technical Services Director has direct management responsibility over several subordinate functional areas, including responsibility for the overall planning, direction and coordination of activities.  This classification is further distinguished from the next higher classification of Assistant CIO and CTO in that the latter act in the absence of the CIO.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, directs and supervises the day-to-day activities and projects of assigned sections.
  2. Oversees the delivery of all technology products and projects in their assigned areas including managing the scope, schedule, resources, budget, and quality of each project.
  3. Confers with executive management from supported County agencies/departments on a regular basis to build strong working relationships and gain an understanding of their technology needs.
  4. Ensures a high level of customer service is being delivered by ITD to the supported County agencies/departments. Tracks metrics of product delivery, issue resolution, and complaints. Meets regularly with the agency/department stakeholders to elicit feedback about performance and formulate plans for improvement.
  5. Assists in the establishment of priorities and in the development of short and long-range plans which will ensure the most effective use of equipment and personnel consistent with the needs of the agencies/departments served.
  6. Confers with subordinate managers concerning matters such as scheduling, priorities, procedures and personnel needs.
  7. Reviews and evaluates feasibility studies, conceptual designs and hardware and software equipment planning.
  8. Participates in interviewing, selecting, training and evaluating staff.
  9. Assists in preparing and justifying budgetary requests.
  10. Prepares special studies, reports and proposals.
  11. Manages budget and revenue streams. Proposes new revenue and billing models as needed.  
  12. Meets with user department representatives to discuss technology matters involving the work of the division.
  13. Develops annual work programs, staffing plans and budgets for his/her responsible area. 

 


MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of two (2) years in the class of Technical Services Director or Infrastructure Services Manager in the Alameda County service.    

OR II  

Experience:  

The equivalent of seven (7) years of recent full-time, increasingly responsible experience in technology services including at least four (4) years of supervisory experience, two (2) years of which must have been as a senior manager of a large professional staff of engineers and analysts in a large technology environment.

  • Communicate complex technical concepts, problem solutions and project progress and needs in a timely and understandable fashion to non-technical policy-makers in the County.
  • Identify and analyze problems; draw logical conclusions, develop effective courses of action.
  • Analyze the impacts of technology solutions to end users and understand their needs.
  • Apply principles of cost benefit analysis and cost effectiveness to project and operational activities.
  • Gather and analyze data, draw sound conclusions, prepare clear, concise written reports, and make effective verbal presentations.
