DESCRIPTION
Under minimal supervision, performs the more complex and difficult functions requiring expertise and in-depth knowledge in a unit, in addition to performing eligibility determination and maintenance for all public assistance aid programs based upon the needs of the clients; and performs related duties as required.

DISTINGUISHING FEATURES

Eligibility Services Technician IV is responsible for providing advice, guidance and consultation to eligibility staff on eligibility processes, complex and difficult cases, public assistance aid programs and automated systems. Eligibility Services Technician IVs perform complex and difficult functions for the CalWIN Support Team, Program Integrity Division (e.g., IEVS and Compliance Units), or ACA Eligibility Technician III Intake Unit.
This classification is the highest, non-supervisory classification of the series. Incumbents in this class do not have caseload standards. This class is distinguished from the Supervising Eligibility Technician classification in that the latter has the full scope of supervisory responsibilities, including training and evaluating staff.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties as assigned. Each individual in the classification does not necessarily perform all duties listed.

1. Determine eligibility for more complex and difficult cases.

2. Explain, interpret and clarify public assistance laws and regulations, agency resources, procedures, rights and responsibilities to clients and eligibility staff.

3. In the absence of the supervisor, assist with programmatic functions.

4. Provide technical assistance, troubleshooting, fraud prevention or other related accountability functions for one of the following units: CalWIN Support Team, Program Integrity Division (e.g., IEVS and Compliance Units), or ACA Eligibility Technician III Intake Unit.

5. Maintain technical expertise in the body of knowledge specific to the unit assigned.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one-year full-time experience in the class of Eligibility Technician III or Eligibility Services Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of two years’ full-time and recent (within the last three years) experience in a position that required determining eligibility and computing budgets or public assistance at a level comparable to that of Eligibility Services Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

License: Possession of a valid California Motor Vehicle Operator's license is required.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

• Functions of public assistance agencies and the principles of income maintenance and public social services.
• Provisions of the California Welfare and Institutions Code, the Social Security Act, and other pertinent legislation in the field of public welfare.
