Under direction, positions in this classification assist in the design, configuration and maintenance of the countywide ALCOLINK (PeopleSoft) HRMS and Financials systems. The Assistant Business Analyst also assists with system set up, testing and ongoing system and end-user functional support for ALCOLINK HRMS or Financials and other databases/systems; and other related duties as required.


Incumbents in this classification are located in the Human Resource Services Department and the Purchasing Department of the General Services Agency. Incumbents report to and receive instruction from the Business Analyst. Incumbents perform journey-level work in the support, design, development, testing and implementation/ upgrade of ALCOLINK HRMS or Financials.

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Participates in the design, technical development, testing, evaluation, configuration, ongoing maintenance and end-user support of Alameda County’s ALCOLINK HRMS and Financials.

2. Assists with the monitoring and review of system configuration tables and rules and the comparison to changing conditions/requirements in the HR, Benefits or Purchasing areas to help identify errors or the need for updates to system configuration. Assists with assessing the impact of changes on the other modules and communicates or coordinates changes with the other module leads or their designee.

3. Runs various Human Resources, Benefits or Purchasing processes as directed. Communicates with other central department stakeholders when running processes that may impact the functioning of other modules; resolves issues as needed

4. Analyzes and tests new components/functionality from Oracle/PeopleSoft or the County’s IT Department for the impacts on the modules of ALCOLINK HRMS and Financials or on other related systems. Participates in specified aspects of system testing by developing and/or executing testing scripts and measuring and documenting results against defined outcomes.

5. Provides ongoing second level functional support and technical assistance to Countywide end-users for various systems including but not limited to ALCOLINK HRMS and Financials.

6. Develops, runs and reviews queries and reports to assess/identify potential issues and resolves issues as needed.

7. Applies specialized knowledge of Civil Service Rules, Salary Ordinance provisions, legacy systems (HR, benefits, budget and position change), position management, employee benefit programs, MOU(s), Administrative Code and other HR and Benefit related transactions. May also apply knowledge of federal and state regulations which impact HR, Benefits and Financials.

8. Develops and maintains business process flows and procedures related to the County’s use of ALCOLINK HRMS or Financials. Develops and maintains related on line job aids and forms.

9. Conducts system research, information collection and data review to assist in the resolution of complex HR and Benefit related issues (i.e. seniority, pay, step hour balance, termination of benefit issues).

10. May review and resolve end user security requests. May assist County’s IT Department ALCOLINK HRMS or Financials security team in resolving security issues.

11. May assist in the development and maintenance of training materials and conduct training sessions.

12. participates/assists as a team member for future ALCOLINK HRMS and Financials upgrade development, assessment and implementation projects as well as for other systems/applications related to Human Resources, Benefits or Purchasing.

13. Assists and supports department operations.

14. Runs and develops queries as requested or assigned.

Education and Experience:

Any combination of education, training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:


Possession of a Bachelor’s degree from an accredited college or university.


The equivalent of two years of full-time experience with a fully integrated enterprise system that includes responsibility for system set up, configuration, maintenance, troubleshooting, business process assessment and development and/or end users support in the areas of human resources, payroll, benefits, or purchasing functions.

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

Experience must demonstrate possession of excellent interpersonal communication, planning and organization, customer service, problem solving and analytical abilities in the support of web-based enterprise information systems.

Experience using PeopleSoft HCM and Financial applications is desirable but not required.

Special Requirements:

Incumbents in this classification will be required to work some evenings, weekends and/or on call.

Positions may require specific subject matter knowledge of Human Resources, Benefits, or Purchasing.
