Introduction

This is responsible supervisory work in managing the daily operations of all Homeland Security Grants, Urban Areas Security Initiative (UASI); Buffer Zone Protection Program (BZPP); State Homeland Security Grant Program (SHSGP); Critical Infrastructure Grant (CI) and more.

Nature Of Work

The employee in this class of work provides direct support to the Urban Area Administrator by managing the daily operations of all Homeland Security Grants, Urban Areas Security Initiative (UASI); Buffer Zone Protection Program (BZPP); State Homeland Security Grant Program (SHSGP); Critical Infrastructure Grant (CI) and more. Under general supervision, the employee performs tasks of more than average difficulty in working with department management and operational staff members and with representatives of other agencies to establish the scope, objectives, budgets, and expenditure proposals for the grant. Considerable initiative and independent judgment are required in completing projects and making recommendations. Work is reviewed through conferences, results obtained, reports, and audits.

Examples of Duties

Serves as liaison between the City of Tampa and the Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA) Grants Program Directorate (GPD) and the State of Florida on all Homeland Security Grant Issues.

Manages, plans and coordinates all identified grants related to Homeland Security on behalf of the City of Tampa with the participating jurisdictions, disciplines and agencies.

Plans, assigns, supervises, and reviews the work of professional, technical and clerical staff; completes performance evaluations; approves leave requests; develops plans for staffing and training; determines and defines necessary qualifications for all grant funded positions, to include contractors and temporary employees, needed to successfully meet allowable FEMA activities.

Participates in various committees and working groups pertaining to homeland security.

Evaluates and revises emergency response plans and procedures in conjunction with public safety departments; conduct risk vulnerability assessments of sites identified as critical infrastructure/key asset (CI/KA).

Prepares reports on emerging risk, procedures, and technologies.

Provides training on terrorism related issues and programs.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: (GPD) grant documents, requirements and informational bulletins; grants and government funding resources; data sources necessary for developing grant proposals (census bureau, etc.); computers and various software programs including word processing and spreadsheets.

Ability to: take threat mitigation concepts from personnel and translate them into the format required to meet grant guidance; read, comprehend, interpret, and apply grant regulations and proposal guidelines; plan, develop and coordinate grant programs; conduct research and analytical activities; work independently and as a member of a team; manage and prioritize projects effectively to meet proposal and reporting deadlines; establish and maintain effective working relationships with city employees and with representatives of other governmental and endowment-related agencies; prepare oral and written reports.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s, preferably a master’s, degree in planning, public or business administration, social sciences, or a related field and two (2) years of experience in researching, developing or administering grants or endowment funded projects, including coordination of public safety grants and supervision.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
