Introduction

This is responsible professional engineering and supervisory work involving capital improvement project coordination with city departments, user groups and consultants in matters relating to capital improvement and construction projects.

Nature Of Work

The work of an employee in this class focuses on the coordination of multiple capital improvement project types, including but not limited to transportation and utility infrastructure projects, multi-story parking garages, bridges, parks, and various public use building types. Duties of the employee are of considerable difficulty and include coordination of the development of shop drawings and supplemental drawings, handling of contractor requests for information, dispute resolution, and coordinating preparation of change orders. Under general direction, the employee exercises considerable initiative and independent judgment in assessing situations, obtaining necessary information, drawing conclusions and recommending courses of action to meet program needs, objectives and goals. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Coordinates and participates in the development of multiple capital improvement project types, including but not limited to transportation and utility infrastructure projects, multi-story parking garages, bridges, parks, and various public use building types; coordinates and participates in the development of capital improvement projects.

Provides project coordination with city departments, user groups, and consultants in matters relating to capital improvement construction and renovations; collects and analyzes data; inspects or reviews work in progress to make sure that new construction and renovation work complies with plans and drawings and that the construction proceeds in accordance with schedules; reviews and checks for accuracy the progress reports submitted by contractors and city inspectional personnel; consults with project managers in developing scope of work, specifications, and drawings for change orders; reviews field information from projects to ensure that work is consistent with engineering plans.

Confers with engineers, architects and contractors relative to projects; analyzes results, monitors progress, evaluates changes, and negotiates change management implementation; reviews and advises of significant changes requested by contractors or client departments.

Coordinates preparation, implementation, filing and retrieval of a variety of engineering drawings, documents and records; analyzes data and prepares reports and correspondence related to engineering activities.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: engineering methods, practices and procedures as they apply to the design and construction of new facilities and the alteration/renovation of existing facilities; construction and design codes, City ordinances, state and federal regulations governing building construction and the preparation and interpretation of construction plans and specifications; project construction invoicing, materials and labor analysis, and delivery and payment procedures.

Knowledge of: engineering drafting and design methods, practices, and techniques.

Ability to: read, understand, and interpret construction related documents; prepare a variety of documents in correct technical format, terminology and phraseology; establish and maintain accurate technical operating records and prepare clear and concise oral and written reports; establish and maintain effective working relationships with employees, contractors, engineers, architects and the public; plan and coordinate projects to determine compliance with plans and specifications; analyze plans, specifications and other technical materials and draw sound conclusions; organize in report form and present sound recommendations effectively, both orally and in writing.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in engineering, architecture or business administration, and one (1) year of experience in the development and administration of capital improvement projects, OR an associate’s degree and five (5) years of progressively responsible experience in the development and administration of capital improvement projects, including three (3) years of experience in utility and engineering project coordination; or an equivalent combination of training and experience.

 

Licenses or Certifications

Possession of a valid Florida driver’s license.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
