Introduction

This is highly responsible supervisory and technical work involving construction and maintenance.

Nature Of Work

An employee in this class is responsible for supervising more complex and technical activities pertaining to a work unit composed of several crews involved in construction and maintenance of public utilities projects, facilities or traffic signs and markings. Tasks are of considerable difficulty and are performed in accordance with established procedures. Under general direction, employee is required to exercise considerable initiative and independent judgment in the performance of assigned tasks. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Plans, assigns, supervises, and reviews work of several crews engaged in more complex and technical construction and maintenance of water systems, traffic signs and markings or other transportation activities; assists subordinate supervisors in assigning and expediting jobs; participates in preparation of designs, construction plans and specifications; reads and interprets plans and specifications; investigates complaints related to construction and maintenance functions; implements safety regulations and requirements.

Inspects work in progress; checks material and workmanship and suggests improved work methods; maintains attendance records and time sheets, and payroll records; compiles necessary reports.

Repairs, maintains, and sets meters for new customers; enters all completed test program results into the computer system.

Plans, assigns, schedules, supervises, and reviews the work of subordinate personnel; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations and administers required discipline.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: methods, practices, materials, and equipment used in construction and maintenance.

Considerable knowledge of: occupational hazards and appropriate safety precautions; techniques for maintenance of traffic (MOT) when assigned for transportation; effective supervisory techniques; basic records keeping and report writing.

Ability to: plan, supervise, assign, and review work of others; prepare, read, and interpret work specifications and plans; maintain records and to prepare clear and concise reports; establish and maintain effective working relationships with employees and the general public.

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of progressively responsible supervisory experience in construction and maintenance; or an equivalent combination of training and experience.

SPECIAL QUALIFICATIONS: For positions in Transportation, experience in MOT, traffic signs and markings is required

Licenses or Certifications

Possession of: a valid Florida driver’s license; a valid Florida commercial driver’s license might be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
