DEFINITION

Under direction, coordinates, performs, and enforces patrol and inspection duties at the San Joaquin County Airport; performs surveillance, inspection and investigations for enforcement of security operations at the Airport; ensures compliance with federal and Airport Security Regulations; provides and/or assists with emergency response; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this single position class supports the San Joaquin County Airport by coordinating and supervising the daily safety and security activities, including law enforcement and other emergency airport procedures applicable to tenants and other agencies. The incumbent coordinates the airport safety and security procedures and acts as a liaison with regulatory and contracted agencies, is responsible for airport security at boarding gates and the airport grounds, and enforces other County ordinances pertaining to the airport’s operations. An incumbent in this class is a peace officer as defined in Section 830.33 of the Penal Code.

TYPICAL DUTIES

 • Coordinates security and emergency response activities with appropriate agencies; serves as Airport liaison with offices of Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA) for security purposes; maintains activity logs and records and answers operational correspondence; prepares reports and other correspondence as required.
• Plans, assigns, directs and inspects the work of assigned staff.
• Observes and provides assistance as required by the TSA prior to and during the passenger screening and boarding process.
• Maintains Airport Access Control System (Badging System), including auditing files and access media for correct information, and updating and renewing access media as necessary.
• Patrols airport to ensure compliance with federal aviation regulations, airport policies and ordinances, uniform fire codes, and other related requirements; observes runway conditions and issues Notices to Airmen (NOTAMS) to advise airlines and others of conditions; observes and reports improper, illegal, or hazardous activities or conditions to proper authorities; coordinates repairs and maintenance with County staff or outside vendors, as necessary.
• Coordinates, organizes, and develops training programs, standard operating procedures, and other related programs as directed; prepares materials; schedules trainings; attends trainings; provides recommendations to administrators and managers regarding training.
• Monitors close circuit and alarm systems; answers telephone, radio, and intercom calls; reports problems to supervisor or other officials or agencies as required by Airport, FAA or TSA regulations.
• Responds to and investigates stolen or abandoned vehicles on airport property and notifies authorities for removal; checks aircraft tie-down and ramp area for non-paying customers.
• Assists in maintaining emergency equipment as necessary; maintains inventory of, and orders emergency and medical equipment and supplies; may operate emergency equipment as required; may assist emergency responders with injuries, illnesses or other emergencies; administers first aid.
• Observes and documents transportation of fuels; visually inspects fuel vehicles and reports problems.
• Cooperates with and assists other law enforcement agencies in investigations, apprehensions, or arrests.
• Assists Airport users, tenants and the general public; may transport the public on Airport grounds; promotes good public relations; may conduct tours of Airport facilities as directed.

MINIMUM QUALIFICATIONS

EITHER PATTERN I

Experience: Two years experience as an Airport Operations Specialist in San Joaquin County service.


OR PATTERN II

Education: Graduation from an accredited high school or possession of a General Education Development certificate (G.E.D), or have attained a two-year or four-year degree from an accredited institution.

 

Experience: One year of full-time paid experience as a security worker and satisfactory completion of the course of instruction as required by Sections 832 and 832.1 of the California Penal Code relative to airport security officers. 

AND

Special Requirements: 

  1. Must be eligible for appointment as a peace officer as provided in Sections 1029 and 1031 of the Government Code.
  2. Upon offer of employment must pass all background requirements as stated in the Federal Code of Regulations Title 49, Parts 1542 and 1544.
  3. Certificate of completion California Penal Code 832 and 832.1.
  4. Possession of a valid standard first aid certificate issued by the American Red Cross.
  5. Satisfactory completion of an approved course in cardiopulmonary resuscitation.
  6. Possession of a valid California driver’s license.
  7. One or more of the following certifications issued by the American Association of Airport Executives (AAAE) are desirable: Airport Certified Employee (ACE), Airport Security Coordinator (ASC), and/or Certified Member (CM).

KNOWLEDGE

Principles and techniques of airport operations and administration; pertinent federal, state, and local laws, codes, and regulations including Federal Code of Regulations/Transportation Security Administration Title 49, Parts 1542 and 1544; terminology used in the operation and maintenance of a certified FAA airport; effective communication skills and interpersonal relations; local and federal air regulations, ordinances, uniform fire code, hazardous materials handling requirements, safety regulations and practices employed in the operation of an airport facility; various aircraft recognition and basic operating characteristics; airport vegetation control; basic computer and modern office automation technology relevant to department operations; preservation of evidence; report writing techniques; methods of personal identification used in law enforcement; general human behavior; public relations principles; first aid; public relations techniques.

ABILITY

Understand, interpret and apply laws, regulations, and ordinances related to airports; read and comprehend FAA, TSA, state, and local codes; react quickly and calmly in emergencies; write operational and investigative reports; communicate effectively, both orally and in writing; establish and maintain good working relationships with staff, the public, other agencies and outside vendors; perform duties while wearing required safety equipment; safely operate emergency response vehicles; operate and care for a variety of specialized law enforcement equipment including firearms; operate electronic communication equipment; operate basic computer hardware and software; methods and techniques of routine law enforcement work; basic investigative and research techniques pertaining to law enforcement; care and use of firearms; understand and follow written and oral instructions; maintain routine records and prepare reports.
